기후변화와 에너지신산업에 대응하여 우리나라 중앙정부도 에너지관련 지원 사업을 강화하고 있다. 그러나 정부의의지에 비해 사업 대상이 되는 기업, 특히 중소기업의 사업 참여는 상당히 부진한 편이다. 이는 지원 사업을 통해 온실효과 저감, 에너지절약 등의 공적 편익과 에너지비용 감소라는 사적 이익을 얻을 수 있지만 기업의 입장에서는 사업수행을 위한 정보 획득, 기밀 누출, 조업에의 영향, 모니터링 인력 확보 등에서 어려움을 겪기 때문이다. 이에 본 연구에서는 정부의 지원 사업 대상이 되는 중소기업을 도와 에너지효율화사업을 활성화할 수 있는 모형으로서의 플랫폼을제안하였다. 플랫폼 조직은 지자체 산하의 사업조직으로서 민간과 정부를 연결하는 중간자 역할을 한다. 이 조직은 효율화 지원 사업 안내와 기업 연계, 에너지 관련 통계지표 작성 및 분석, 사업수행성과 분석, 사업자 교육 및 컨설턴트교육, 에너지 진단 및 온실가스 감축 인증사업, 클라우드형 에너지관리시스템을 통한 직접 사업 수행, 지원사업과 효율화사업자, 중소기업 간 연계를 위한 포털 사이트 구축 등을 수행한다. 이러한 조직을 통해 에너지효율화사업을 활성화하여 공적 편익과 사적 이익에 정합성을 꾀하고 파레토 개선을 이끌어낼 수 있을 것으로 예상한다.
Abstract
This study proposed municipal platform organization as a model to activate energy efficiency improvement project of central government. In this research it proposed a platform as a model that can revitalize energy efficiency projects supporting SMEs that are subject to government support projects. The platform organization plays intermediary role connecting private section and the government as a business organization under the municipality. This platform carries out the project management, project-SMEs linkage, analysis of energy related statistical indicators, business performance analysis, consultant training and training for business operators of SMEs, energy diagnosis and greenhouse gas reduction certification business, direct business execution through cloud type energy management system, and build a portal site for linking central government support project and energy efficiency companies and SMEs. Through these organizations, expected that the energy efficiency project will be activated and the Pareto improvement can be achieved by reconciling the public benefits of greenhouse effect reduction and energy saving and the private profit of reducing energy cost of the enterprise.
