Abstract
Air pollution poses a substantial physical and social threat to human beings. As such, government agencies are often called upon to implement environmental regulations to reduce air pollution. When introducing more stringent regulations, governments need to gauge the monetary value of better air quality so as to compare it with the cost of environmental regulations. However, because air quality is not a standard good for sale, evaluating its value is a great challenge. In this study, we attempted to examine how air pollution affects individual happiness using the 2016 happiness survey of Gyeonggi Province. In addition, we estimated the willingness-to-pay for reducing air pollution using marginal rate of substitution between household income and air pollution. The results show that air pollution negatively affects happiness level of people who live in Gyeonggi Province. Particularly, their willingness-to-pay for a 1μg/m³ reduction of PM10 is about 83,200won. Interestingly, the effect of air pollution on happiness is differentiated among income groups. For example, the negative effect on the happiness is the largest in low-income group, and then middle income group. But, there is no significant relationship between happiness and air pollution in high-income group.
