경기도 과학기술정책 방향 수립 연구

오늘날 과학기술은 기술혁신을 통해 국가의 경쟁력과 지역산업 경제를 발전시키는 중요한 역할을 하고 있다. 지역과학기술정책은 지역경제 활성화를 위한 중요한 수단으로 인식되고 있으며, 각 지자체와 관련 기관을 중심으로 지역과 연계한 과학기술정책과 사업을 추진하고 있다. 경기도는 과학기술혁신역량이 매우 우수한 지자체로 경기도 과학기술 발전이 국가 경쟁력에 미치는 영향이 크다. 본 연구는 중앙정부 과학기술정책에 부합하여, 경기도 과학기술진흥 기본계획과민선7기 공약에 대한 경기도 과학기술정책 방향을 제시하고자 한다. 이를 위해 경기도 산학연관을 대상으로 과학기술진흥 기본계획의 5대 전략과 민선7기 5대 공약 16대 정책과제의 정책방향에 관한 설문조사를 실시하였다. 그 결과, 경기도는 지역경제 활성화를 위하여 미래산업을 선도하고, 지역혁신 역량을 강화하는 방향으로 과학기술정책 추진이 필요한 것으로 나타났다. 또한, 과학기술진흥 기본계획에 근거하여 기술혁신 생태계 조성, 4차 산업혁명 맞춤형 연구개발 지원 등과학기술정책 목표의 중요도를 기반으로 실행방안 수립이 필요하다. 경기도 민선7기 공약의 주요 이슈는 “혁신경제(일자리)”, “깨끗한 환경”, “안정된 주거” 등으로 경기도 과학기술정책은 혁신경제를 선도하고 양질의 일자리를 창출 할 수 있는 방향으로 과학기술정책의 실행이 필요한 것으로 나타났다. 본 연구를 통하여 4차 산업혁명 시대에 경기도 과학기술정책 방향과 지방정부의 과학기술정책 방향 수립에 대한 정책적 시사점을 제시하고자 한다.
Abstract
Today, technological innovation plays an important role in developing national competitiveness and regional industrial economy through technological innovation. The regional science and technology policy is recognized as an important means for revitalizing the local economy, and each local government and related organizations are promoting science and technology policies and projects linked to the region. This study suggests the direction of Gyeonggi- do science and technology policy for the basic plan of Gyeonggi-do promotion of science and technology and the promise of the 7th private sector in accordance with the central government science and technology policy. For this purpose, we conducted a survey on the policy directions of the five major strategies of the Basic Plan for Promotion of Science and Technology and the 7th Gyeonggi Provincial Government. As a result, Gyeonggi province needed to promote science and technology policy to lead future industry and strengthen regional innovation capacity to revitalize local economy. In addition, based on the basic plan for the promotion of science and technology, it is necessary to establish implementation plan based on the importance of scientific and technological policy objectives such as the creation of technological innovation ecosystem and the support of customized research and development of the 4th industrial revolution. The main issues of the 7th Gyeonggi Provincial Government are “Innovative Economy (Jobs)”, “Clean Environment” and “Stable Housing”. Gyeonggi Province’s science and technology policy is to lead the innovation economy and to create high- Policies need to be implemented. Through this study, I would like to suggest policy implications for establishing direction of Gyeonggi-do science and technology policy and local government’s science and technology policy direction during the fourth industrial revolution era.
