인터넷 비이용 장애인의 이용 의도 영향요인 연구 : 자발적, 비자발적 비이용 집단 비교분석

초록

본 연구는 디지털정보취약계층인 장애인 집단 내 인터넷 비이용자를 ‘자발적 인터넷 비이용’ 유형과 ‘비자발적 인터넷비이용’ 유형으로 구분한 후 향후 인터넷 이용 의도에 영향을 미치는 결정요인을 집단별로 탐색하는데 목적이 있다. 이에연령, 성별, 거주지역, 학력, 월평균소득, 경제활동상태와 같은 인구사회학적 요인과 장애유형 및 정도와 같은 장애 요인, 사회적지지 관계 변수로 구성된 사회적 지지 요인, 디지털기기 이용 동기, 신기술에 대한 태도 및 지각된 위험으로 구성된심리적 요인에 따른 인터넷 이용의도의 변화를 고찰하였다. 이를 위해 한국지능정보사회진흥원의 ‘2019 디지털정보격차실태조사’ 원자료를 활용하였으며, 인터넷 비이용 장애인 463명을 대상으로 다중회귀모형을 통해 분석하였다. 분석결과, 자발적 인터넷 비이용 장애인의 인터넷 이용 의도에는 디지털기기 이용 동기, 경제활동 상태, 사회적 지지가 주요한 영향을 미치는 것으로 나타났으며, 비자발적 인터넷 비이용 장애인의 인터넷 이용 의도에는 디지털기기 이용 동기만이 주요한 영향을 미치는 것으로 분석되었다. 분석결과를 토대로 본 연구에서는 장애 정도 및 유형에 따른 맞춤형 정보활용 유입 정책 설계, 디지털기기 이용률 제고를 위한 사회적 지지체계 구축, 인터넷 이용 동기 함양을 위한 디지털정보 인식 개선 교율 실시 등 장애인의 인터넷 이용 의도 제고 및 실질적 정보격차 해소를 위한 정책적·실천적 시사점을 제시하였다.

Abstract

The purpose of this study is to examine the determinants that affect the future Internet use intention of people with disabilities who do not use the Internet by dividing the types of Internet non-use into 'voluntary Internet non-use' and ‘involuntary Internet non-use'. Factors influencing the intention to use the Internet include demographic, social-demographic factors such as age, gender, residential area, educational background, monthly average income, and economic activity status, disability factors such as the type and degree of disability, and social support factors, motives for using digital devices, attitudes toward new technologies, and psychological factors consisting of perceived risks were set. For the analysis, raw data from the ‘2019 National Digital Divide on Survey data’ by the Korea National Information Society Agency was used, and 463 people with disabilites who did not use the Internet were analyzed by a multiple regression model. As a result of the analysis the motivation for using digital devices economic activity status and social support had a major influence on the intention of using the Internet of people with disabilities who voluntarily did not use the Internet. Otherwise The motivation for using digital devices had a major influence on the intention to use the Internet of people with disabilities who do not use the Internet involuntarily. Based on these analysis results this study presented policy and practical implications for raising the intention to use the Internet and bridging the information gap, such as designing customized information inflow policies according to the degree and type of disability, establishing a social support system.
