Abstract

This study aims to analyze the structural limitations of the operational sustainment system for regional reserve forces in civilian evacuation zones, focusing on the northern region of Gyeonggi Province, South Korea. In particular, it examines the challenges that arise during the declaration of Chungmu Type-2 contingency, including the collapse of administrative functions in local governments, limited support capacity of active-duty military forces, and legal and institutional ambiguities. Accordingly, this study identifies these issues through literature review and institutional analysis, and proposes strategic improvement measures. First, to address the administrative vacuum, it is necessary to legally designate residual administrative support personnel and establish an operational system that ensures minimum administrative functions during wartime. Second, to compensate for the limited support capacity of active-duty forces, reserve units must be able to survive, maneuver, and carry out missions independently by securing and managing dedicated stockpiles and facilities in peacetime. Third, to resolve legal and institutional ambiguities, the scope of wartime application under the Reserve Forces Act and related regulations should be expanded, and support provisions for reserve forces should be clearly defined within the Chungmu Plan to clarify the division of roles between local governments and the military. This study redefines reserve forces not as auxiliary units but as practical military assets that complement standing forces, and presents a policy and institutional foundation that can enhance the effectiveness of the national emergency response system.
