Abstract
Did public opinion about unification change over time in Germany, and were there differences in perceptions between generations? By analyzing 7 decades of changes in the public opinion of unification in Germany and comparing it with the recent changes in Korea, this article attempts to identify the causes of differences in opinion between generations. First, during the 1960s when Cold War tensions and confrontations were severe, security threat increased and peace was prioritized over unification. As security threats declined and economic recession occurred, economic issues became a priority instead. After the unification in the 1990s, public opinion polls on a unified German identity including the benefits and burdens brought by the unification reflected a lack of positive perception on this matter among the younger generation. Therefore, in German case, the public issue salience has changed in the context of security threats or economic crises, and generational differences of opinion appeared during the Unification process. Secondly, Public opinion shifts over the past three years in Korea similarly shows that threat perceptions from North Korea and China increased the ideological differences between generations on the notion of unification as reducing the threat of war. Additionally, threat perceived from North Korea and China in turn increased the perception of a need to cooperate with the United States and Japan. In Korea, however, the perception of the benefits and burdens of unification differed by the income levels and ideological orientation more so than generational differences. Therefore, it can be said that the recent generational differences in public opinion about Korean unification are similar to Germany’s case in the 1960s where external security threats were observed.
