본 연구는 2012년부터 2024년까지 북한의 전력 부문 해외 학술 발표 논문들을 대상으로 하여 북한 전력 분야의 정책적 과제들과 실제 연구개발 성과들 사이의 연관성을 분석했다. 즉, 이 글은 북한의 과학기술자들이 해외에 발표한 전력 부문의 학술 논문들을 분석하여 전력 분야의 연구개발 동향을 살펴보고, 이를 통해 북한의 과학기술 정책적 목표가 전력 분야의 연구개발에서 제대로 구현되고 있는지를 평가했다. 분석 결과 최근 북한의 과학기술연구는 태양광 연구를 중심으로 한 신재생에너지 분야에 초점을 두고 있다. 그리고 북한의 국제 학술논문들은 북한 당국의 재정적 지원을 받아 발표되며, 이런 연구 성과들은 북한의 전력 부문의 정책적 과제들에 깊이 연관되어 있다. 이러한 북한의 국제 학술활동은 당면한 경제 문제의 해결을 위한 과학기술적 수단이 아니라 과학기술강국의 실현을 위한 장기적인 정책적 과제로서 이해될 수 있다.
Abstract
This study analyzed the correlation between policy challenges and actual R&D achievements in North Korea's electricity sector by examining international academic papers published by North Korean researchers on the sector from 2012 to 2024. Specifically, this study quantitatively analyzed trends in electricity research and development in the sector, assessing whether North Korea's science and technology policy goals have been properly implemented. The analysis revealed that recent North Korean scientific and technological research has focused on renewable energy, particularly solar energy. Furthermore, North Korea's international academic papers are published with financial support from the North Korean government, and these research results are deeply connected to North Korea's policy challenges in the electricity sector. North Korea's international academic activities can be understood not as a tool for solving pressing economic challenges, but as a key policy initiative of the government aimed at realizing a scientific and technological powerhouse.
