Abstract
The current age of international migration has gone hand in hand with the diversification of citizenship studies. In the last twenty years, there have been discussions of global, transnational, postnational, and civil society citizenships and growing interests in new kinds of citizenship, including sexual and queer citizenships. Then, what about medical citizenship? Can medical citizenship be an example of postnationalism that signifies the decline of nation-state sovereignty? Or, can it prove the still-strong role of nation-states in forming citizenship? What does medical citizenship mean, and what rights can it offer to both citizens and noncitizens? By focusing on medical rights, this essay studies the historical formation of medical rights, one of the social rights which noncitizens, including illegal immigrants, have been able to enjoy. It examines how citizens’ medical rights have been defined in a nation-state (here, the United States) and what influences granting medical rights to noncitizens have had on defining the boundaries and sovereignty of the nation-state. Through the process, this essay hopes to shed light on American exceptionalism in the areas of medical citizenship and medical rights in the twentieth-first century.
