Abstract

This article examines the formation and subsequent decline of Pyongyang’s status as a “second city” under Japanese colonial rule, with a focus on mayoral appointments during this period. It compares the policy orientations and relationships with the urban community of mayors from two distinct backgrounds: the Higher Civil Service Exam-track group and the non-Higher Civil Service Exam-track group, the latter generally possessing lower formal educational qualifications. The analysis reveals that although Pyongyang rivaled Busan in population and potential as a “second city,” it was deprioritized in personnel appointments and subjected to structural constraints that limited its urban development. The study further finds that key municipal initiatives such as electricity municipalization and town planning, were primarily led by the mayors from the “non-Higher Civil Service Exam-track group.” By addressing the intersection of colonial urban governance and administrative personnel systems, this study explores the shifting status and power dynamics of Pyongyang under Japanese colonial rule.
