우리나라 경찰관의 음주위험성에 관한 실증적 고찰

주민들의 경찰에 대한 신뢰성과 법집행에 대한 수용도를 높이기 위해서는 경찰의 음주문화를 바람직한 방향으로 개선하여 경찰활동의 품격을 높일 필요가 있다. 경찰관의 과다한 음주로 인하여 발생하는 비위행위가 매우 위험한 수준에 있음에도 불구하고 각급 경찰관서의 소속 경찰관에 대한 음주문제의 대처방식은 즉흥적이고 단기적인 처방에 지나지 않는다. 이 연구의 목적은 실증적인 방법으로 우리나라 경찰관들의 음주 위험성의 정도와 음주위험성에 기여하는 경찰관의 개인적 특성을 파악하여 각급 경찰기관에 경찰관 음주문제 대처방안 마련을 위한 기초자료로 제공하는데 있다. 이를 위해 경찰대학교와 경찰교육원에 기본교육중인 경감·경위·경사급 경찰관 763명을 대상으로 설문조사를 진행하여, 수집된 데이터를 대상으로 빈도분석, t-검정 및 변량분석(ANOVA)을 사용하여 분석하였다. 분석결과 경찰관의 음주량, 폭음빈도, AUDIT 점수는 직장인, 공무원, 군인, 소방관 등 다른 직종의 집단과 비교하여 매우 위험한 수준으로 분석되었다. 우리나라 경찰관의 6개월간 음주율은 90.0%, 폭음자는 26.9%로 나타나 매우 위험한 수준이었다. 또한 문제음주군을 선별하는 도구로서 세계보건기구에서 개발한 AUDIT에 의한 8점 이상의 위험음주군은 66.3%로 나타나 우리나라의 직장인 55.8%, 미국의 경찰관 19.5%과 비교할 때 우리나라 경찰관들의 음주문제에 대한 심각성을 인식할 수 있었다. 한편 t-검정과 일원배치분산분석(ANOVA)을 사용하여 경찰관의 개인적 특성에 따라 음주 위험성에 차이점이 있는지를 검정하였다. 그 결과 우리나라 경찰관들 중 음주위험성이 있는 프로파일은 순경계급에서부터 임용되어 11년 이상 20년 이하 재직하여 수사·형사부서에 근무하고 있는 40대의 남자 경찰관으로 나타났다. 따라서 각급 경찰관서에서 음주로 인한 경찰관의 각종 문제를 감소시키기 위해서는 이들 집단에 대한 맞춤형 음주대책이 필요하다. 각급 경찰관서에서는 단기적이고 즉흥적인 대책보다는 음주문화의 개선, 적절한 취미활동 권장, 전문 상담사 배치, 자기계발향상과정에 절주프로그램 운영 등의 장기적이고 거시적인 노력이 필요하다.
Abstract
Police officers in Korea use violence to other people such as traffic accident by drunken driving or sexual violence, which causes socially public criticism more often due to excessive drinking. The purpose of this study is to present the basic materials to prepare for coping measures against police officers’ drinking issues in each police organization by examining the degree of drinking risk and personal characteristics of police officers contributing to risk drinking in Korea as an empirical study. Materials used in this study were collected by using self-survey method targeting police officers at the levels of senior inspector, inspector, assistant inspector taking the mandatory training course in National Police University and Police Training Institute. Subjects of this study were 763 and main analysis methods included the frequency analysis method, t-test and analysis of variance (ANOVA). As a result of this analysis, alcohol consumption, frequency of binge drinking and AUDIT score of the police officers were at a very dangerous level compared to groups in other areas such as employees, civil servants, military personnel and firefighters. Drinking rate for 6months in police officers in South Korea was 90.0% and binge drinker was 26.9%. Risk drinking group of AUDIT score of 8 points or more was 66.3%, which was higher than employees in Korea of 55.8% and police officers in US of 19.5%. Personal gender of police officer showed statistically significant differences in alcohol consumption and frequency of binge drinking. Age showed statistically significant differences in the frequency of binge drinking. Department which they were working showed statistically significant differences in the frequency of binge drinking and AUDIT score. Thus, in order to reduce a drinking issue of police officers’, it is thought that special drinking measure about male police officers at 20s who working in investigation department or information department is needed. When people are hired as police officers or they are transferred into investigation department or information department, coping measures are needed such as special education about drinking culture and moderation in drink, establishment of alcohol regulation in each police station or psychological counseling on police officers with problem drinking.
