Abstract
The purpose of this study is to design an elementary school music instruction model based on the response to intervention (RTI) framework, aligned with the 2022 revised curriculum, which aims to support the growth and development of all students. To establish the RTI theoretical foundation, the study first explored the concept of the “slow learner” and its characteristics. Second, considering the 2022 revised music curriculum and slow learners’ characteristics, the study developed a three-tier music instruction model: universal instruction (Tier 1), targeted support (Tier 2), and intensive individualized intervention (Tier 3). this model aims to promote slow learners’ participation and growth through integrated instruction, assessment, and support. The instructional flow consists of three stages: instruction and assessment planning, implementation and intervention, and analysis and feedback. These stages were designed to provide individualized support through the close integration of teaching, learning, and assessment. Through expert consultation, the newly developed model was reviewed and refined to ensure its practical applicability in classroom settings. It demonstrates the feasibility of implementing a structured, individualized, multi-tiered support system in general classroom settings. Furthermore, by considering actual classroom contexts including students’ diverse needs and learning levels, the study presents examples of intervention strategies tailored to slow learners, along with music lessons and assessment plans that incorporate creative activities. This RTI-based instruction model contributes to a more structured understanding of, and practical approaches to, supporting slow learners’ musical education. Finally, the study offers recommendations for supporting slow learners in music education and proposes directions for future research.
