Abstract

After the collapse of state socialism in 1989, most of the Eastern European countries had committed ‘Returning to Europe.’ It was the transition to democracy and market economy. Eastern European governments believed the strategic solution would be joining European Union. Some Eastern European countries had accomplished the process of ‘Acquis Communautaire’ and the Copenhagen Criteria. One of the conditions is gender equality and promotion of women empowerment. But in eastern Europe, there is a mood of deep popular disappointment with democracy. ‘Democracy Index’ of the Eastern Europe by the Economist Intelligence Unit has most dramatic regression of any region during 2010s. This research focuses political participation of women in eastern European parliaments. Some scholars show us that democracy and gender equality form a reinforcing relationship. According to UN sustainable development goals, gender equality means to empower all women and girls. Women representation is an important index of gender equality and democracy. According to IPU, trends in Eastern and Western Europe differ substantially. Share of Eastern countries is 20% or less largely because of the malfunctioning of democracy. EU continuously emphasizes that equality between women and men is one of the European Union’s founding principles.
