러시아의 극동개발과 한 - 러 협력 활성화 방안: 최근 일본의 극동지역 진출 정책의 함의를 중심으로
The Development of the Russian Far East and the Revitalization Measures of the Cooperation between South Korea and Russia: Focusing on the Implications of Japan's Recent Policy of Economic Expansion in the Far East

Recently, Japan has been pursuing a new approach to strengthen its economic cooperation with Russia after the Russia-Japan summit in May 2016 in Sochi. Japan is more actively participating in the development of the Far East than is South Korea, despite Japan being one of the countries participating in the U.S.-led sanctions on Russia after Russia's annexation of the Crimean peninsula in Ukraine. Starting with awareness of why South Korea cannot do as Japan does, the purpose of this paper is to derive implications for the Korean government and companies. To achieve this, I looked at recent expansion policies and trends of the Japanese government and companies in the Russian Far East before and after the Second Eastern Economic Forum. Therefore, I analyzed the main contents of the major mechanisms of Far East development, such as the Advanced Development Territories, the Free Port of Vladivostok, the Far East Development Fund, the Agency for the Development of Human Capital in the Far Eastern Federal District, the Far East Hectare, and the Eastern Economic Forum. I also analyzed Japan's recent policy for major expansion into the Far East and Russia, the field of cooperation between Russia and Japan, and public and private economic cooperation organizations. In conclusion, I propose six policy suggestions for the activation of economic cooperation between South Korea and Russia.
