글로벌 고등평생교육 자격인정의 이해: 유네스코 아태지역 자격인정협약의 관점에서

글로벌 시대에 인적자원의 질과 경쟁력을 높이기 위해 고등평생학습 증진을 위한 정책적 노력이 지속되고 있다. 고등평생교육은 사회․경제적 발전을 이루고 지식사회를 촉진하는 수단으로 인식되어 개별 국가뿐만 아니라 지역, 국제 사회에서도 주목을 받고 있다. 이러한 노력은 국제사회의 성인학습자의 인력이동을 촉진하기 위한 법적 프레임워크(legal framework)의 출연을 이끌었고, 유네스코 자격인정협약이 대표적이다. 특히 유네스코 아태지역 자격인정협약은 성인학습자가 해외에서 취득한 학습경험과 학위·자격 등을 인정하기 위한 규범으로 곧 협약의 발효를 앞두고 있다. 본 연구의 목적은 유네스코 자격인정 협약이 발효될 경우 어떤 조항들이 어떻게 고등평생교육 분야에 적용되고 그 영향은 무엇인지를 유네스코 국제협약 조항과 국내 현행법을 고등교육에의 접근 자격인정, 난민·유민 등의 자격인정, 선행경험학습 인정의 영역에서 검토하고, 향후 정책적·제도적 시사점을 찾는데 있다. 우리나라는 성인학습자가 외국에서 취득한 학력(study)·자격(qualification)인정을 통해 고등교육 프로그램에 접근하고, 선행경험학습을 인정받을 수 있는 기본적 제도요건은 갖추었지만, 외국인체류자, 결혼이민자, 난민, 탈북자 등이 형식적·비형식적·무형식적 방법을 통해 취득한 자격을 인정받을 수 있는 절차, 기준, 소명방법 등에 제도적 보완이 필요함을 확인하였다.
Abstract
Policy efforts on promotion of lifelong education in higher education continue to enhance the quality and competitiveness of the human resources in the global era. Not only individual countries but also regional and global communities are keen on lifelong education in higher education, recognizing it as a tool to achieve social development and advance knowledge society. Such efforts have yielded a legal framework to increase mobility of adult learners in the international society, the UNESCO Asia-Pacific Regional Convention on the Recognition of Qualifications in Higher Education which will soon enter into force. The study aimed at investigating the UNESCO international convention provisions and Korean laws within the scope of recognition of qualifications for access to higher education, recognition of qualifications for refugees and recognition of prior experiential learning for adults. The results revealed Korea meets the basic system requirements for adult learners to access to higher education via recognition of qualifications and of prior experiential learning from abroad. However, the need for system improvement was identified in terms of procedures, criteria and method of vindication for foreigners, marriage immigrants, refugees, North Korean defectors to have their qualifications recognized earned via formal, informal and non-formal learning.
