사학정책의 결정모형 연구: 사립학교법 개정과정을 중심으로

본 연구는 노태우 정부와 노무현 정부에서 시행되었던 사립학교법 개정과정을 분석하여 사학정책의 주요 정책결정요인들을 규명하고 이를 토대로 사학정책의 결정모형을 추론하고자 기획되었다. 사립학교법 개정과정 분석 결과, 사학정책의 변동은 외부요인에 의해서도 촉발되지만 정책연합의 권력분포 변화에 의해서도 시작되었다. 사학정책의 자율성을 지지하는 정책연합에는 보수정당과 보수언론, 그리고 사학재단이 포진해 있으며, 반대로 사학정책의 공공성을 지지하는 정책연합에는 진보성향의 정당ㆍ언론ㆍ시민단체가 가담해 있었다. 양대 정책연합이 대결 구도를 형성하지만, 사학정책의 내용을 결정하는 핵심 요인은 국회에서 과반의석을 확보한 정당 또는 정당 간 정책공조였다. 정책패러다임은 사학정책의 변동을 촉발하거나 촉진시키는 부수적 요인이 될 수 있지만, 정책변동의 내용을 결정하는 핵심 요인은 아니었다. 특히 사학정책 변동 방향이 과반수 의석을 확보한 정당의 노선에 의해 좌우된다는 사실은, 국회의 정당의석 분포가 사학정책 패러다임을 형성하고 이를 검증하는 학계‧시민단체‧언론의 역할을 압도한다는 점에서 합리적 정책결정을 저해하는 요인이라고 할 수 있다.
Abstract
The purpose of this thesis is to infer the decision-making model of the private school policy through analyzing the revision process of the Private School Acts under the Roh Tae-Woo administration and the Roh Moo-Hyun administration. Various variables were engaged in the revising process of the Private School Act. The principal variables influencing the revision of the Private School Act are external factors, policy paradigm, and the power distribution of the policy coalition. The decision-making model of the Private School Policy inferred from analyzing the amendment process of the Private School Act is as follows. The change of the 'private school policy' was iromted from external factors and also st faed from the change of the power distribution of the policy coalitions. Conserve power distral p faies, conserve powenewsp ppri, and private school foundations are arrayed in the policy coalition favoring the auof omy of 'private school policy'. On the contrary progschopower distral p faies, newsp ppri, and NGO are confederated with the policy coalition for public 'private school policy'. of eti anatructure was est blished by the both coalitions, but the independent variable determinati anthe change of the 'private school policy' is the majority party or the policy coalition. Policy paradigm could not be the independent variable determinating the contents of the policy change but be a parameter precipitating the change of the 'private school policy'.
