한국 다문화교육의 이데올로기적 재생산 기제 비판

다문화교육은 그 지시태의 다양성으로 인하여 국가별 스펙트럼이 매우 넓다. 우리나라와 같이 ‘단일혈통’을 국가정체성으로 삼아온 사회에서 다문화교육의 급속한 성장과 확산은 그 자체로 문제적이다. 이 논문은 다문화교육의 정책 및 현황관련 문헌에 대한 분석을 통해, 다문화교육이 타자화를 수용하는 적극적 교육개혁운동으로서의 본질적 가치를 가지고 있음에도 불구하고, 현실에서는 외국이주민들의 적응과 통합을 위한 복지지원정책으로 수용하게끔 하는 일종의 이데올로기로 기능하고 있음을 드러내고, 그 기제를 밝히고자 하였다. 연구자는 교육적 본질이 다양한 방식으로 변형-왜곡되는 과정을 다문화교육의 주형틀, 문화정서적 특성, 행위자의 동인이라는 차원에서 분석하였다. 그 결과 개념적 주형틀은 제도-정책적 차원에서 우선적으로 제시되어왔으며, 그 내용상 다문화라는 개념이 ‘결혼이주여성이나 외국인노동자라는 대상’을 가리키는 배타적 용어로 축소되어 이후 논의의 경계를 축소하고 있으며, 다문화교육은 우리민족의 정서적 특징인 순수혈통주의와 결합, ‘욕구없는 존재’로서의 대상화 과정을 통해 소외된 방식의 ‘타자성에 기초한 교육’을 재생산하고 있음을 알 수 있었다. 이런 다문화교육의 확장의 기반에는 역설적이게도 다문화주의와 상반된 ‘선진국화’에 대한 지향이 자리잡고 있다. 다문화교육의 교육적 본질을 구현하기 위해서는 이런 이데올로기적 왜곡의 각 지점들에서 시작되는 구체적 실천이 필요하다.
Abstract
Multicultural education has different shapes depending on the culture to which it belongs. Owing to the tradition of ‘jus sanguinis,’ the right of blood, Korean culture has reproduced its own identity through the lens of ‘purity of blood.’ It helps to create ‘we-ness’, which could inspire extraordinary self-sacrifice among Koreans for achieving common national goals. Therefore, multicultural education could be regarded as a conceptual invasion weakening the power of we-ness by blurring the boundaries of ‘we.’ However, implementation of multicultural education has proliferated in the last few years through pan-governmental political investment. Multicultural education has become an overarching concept that holds the potential of changing the stereotype of ‘pure Koreaness.’This study examines the particularity of Korean multicultural education through interview and literature analysis. The examination of educational policies, statements, and curricula reveals the ways in which the potentially transformative nature of multicultural education has a limited meaning in the context of Korean culture. For example, our analysis of multicultural policies shows that the term ‘multiculture family’ is used as a dismissive term for ‘family of immigrants with low socio-economic status.’ Also, multicultural education and its coded ethnic discourse have reduced immigrants as objects without desire. At the same time, Korea’s longing toward ‘advanced nation’ status provides paradoxical impetus for the expansion of multicultural education. Behind the rapid success of Korea’s multiculturalism, one finds heterogeneous elements such as excessive zeal for national competitiveness, democratic desire, and a drive for educational equity.
