Abstract

This article examines the political character of human-rights and citizenship struggles advanced by non-normative and non-conforming sexual subjects in South Korea in the period following democratization. It offers a diachronic analysis of the sexual-citizenship movement that began to consolidate in the 1990s, focusing on declarations of human rights and citizenship issued by subjects variously designated as “homo,” “pervert,” “LGBT,” “sexual minorities,” and “queer,” as well as on their cultural representations. These materials share a set of common features: they articulate demands for social recognition; they contest discrimination and hostility directed toward non-normative and non-conforming sexual subjects; and they call for the inclusion of such subjects as eligible beneficiaries within diverse social-welfare regimes. The trajectory and content of queer-citizenship politics, however, resist any straightforward, linear, or unidirectional characterization. The agendas articulated within sexual-citizenship struggles have been heterogeneous, spanning efforts to correct and educate against social ignorance; claims to social rights such as freedom of expression and the “right to marry” for homosexuals; demands for access to welfare benefits including dependent status under health insurance or eligibility for housing purchase and loan programs; and, at their most radical, aspirations to dismantle heteronormative institutions and challenge the capitalist order itself. Under the contemporary neoliberal regime, sexual-citizenship movements—especially as articulated through global human-rights discourses—are often diagnosed as seeking to shed the non-normativity of non-heterosexual subjects and assimilate them into the category of the “normal citizen.” Yet, revisiting the diverse and radical political imaginaries embedded in earlier phases of sexual-citizenship activism suggests that queer citizenship need not be confined to liberal claims for individual rights. Instead, such movements may constitute the basis for rearticulating queer citizenship as a project of radical social transformation and collective liberation, oriented toward the pursuit and reconfiguration of “the commons.”
