인터넷과 전자상거래의 빠른 확산은 비즈니스와 국제무역의 방법을 바꾸어놓고 있다. 온라인상에서 이루어지는 상품 및 서비스의 수출과 수입은 선진국에서뿐만 아니라 개발도상국에게도 그 중요성이 매우 커지고 있다. 전자상거래에 관한 국제적인 규칙의 정립은 전자상거래의 발달의 단계에서 요구되는 것이지만, 관련법의 법례가 국내 수준에서의 전자상거래에 바람직하지 않은 부작용을 일으킬 수도 있다. 우리가 새로운 시대의 요구에 응하기 위해서는 경제개발협력기구나 다른 국제기구에 적극적으로 참가하여 철저하게 연구과 논의를 거친 후 우리의 조세 및 무역관련 정책을 현실에 맞게 개정해 나가야한다. 본 논문의 목적은 전자상거래에 관한 조세 및 무역관련 국제기구들의 논의와 동향을 파악하는 것이다.
Abstract
The rapid diffusion of the internet and electronic commerce changes the way of business and international trade. Export and import of goods and service in the online is rapidly growing in importance not only for developed countries but also for developing countries. The formulation of international rules concerning electronic commerce is required at this stage of development of electronic commerce, and the enactment of relevant laws is required in a domestic level to keep the undesirable side effects of electronic commerce. We think that we will have to participate in OECD or international organization and fix our tax and trade policy to meet with requirements in new period after thorough study and discussion. The purpose of this paper is to analyse issues of trade and tax policies about electronic commerce in international organization.
