한국 환경상품의 국제경쟁력에 관한 연구 -중국과 일본을 중심으로-

연구목적: 21세기에 환경산업이 정보통신산업, 바이오산업과 더불어 유망산업으로 주목을 받고 있다. 따라서 본 논문은 우리나라 환경상품의 국제경쟁력을 경제적 교류가 빈번하고 환경문제를 공유하고 있는 중국과 일본의 환경상품에 대하여 분석하고자 한다. 이를 통하여 우리나라 환경상품의 무역자유화에 대비하고 환경산업의 발전에 기여하고자 한다. 논문구성: 본 연구는 제1장 서론에 이어 제2장은 환경상품에 대한 정의와 환경상품의 국제경쟁력에 대한 선행연구를 고찰하였다. 제3장은 본 연구에서 이용되는 환경상품의 범위와 우리나라 환경상품의 무역실태에 대해 살펴보았다. 제4장은 각 환경상품분야별 국제경쟁력을 측정하였다. 마지막 5장에서는 요약 및 시사점으로 구성하였다. 결과: 본 연구는 APEC에서 분류한 54개 환경상품을 분야별로 나누고 국제경쟁력을 분석하였다. 그 결과, 시장점유율, 무역특화지수, RCA지수를 통해 볼 때, 우리나라의 환경상품의 국제경쟁력은 중국에서는 개선되고 있지만 일본에서는 약화되고 있다. 특히 MSER-ESDR을 보면, 중국시장에서 일본 환경상품에 대한 한국의 동태적인 국제경쟁력은 점차 강화되고 있는데 비해, 일본시장에서 중국 환경상품에 대한 동태적인 경쟁력을 잃고 있는 것으로 나타났다. 독창성/가치: 선진국간 이해관계와 선진국과 개발도상국간의 입장차이로 인해 환경상품에 대한 정의는 합의를 도출하지 못하고 있다. 그러나 환경문제에 대한 세계적인 관심이 고조되면서 환경상품의 교역은 급속하게 증가하고 있다. 환경상품의 무역자유화를 추진하고 있는 시점에서, 우리나라 환경상품의 분야별 국제경쟁력을 측정하는 것은 의미가 있을 것이다. 더불어 성장이 정체된 국내 환경산업이 새로운 도약방법을 모색하는데 도움이 되고자 하였다.
Abstract
Purpose: In the 21st century, environmental industry is drawing public attention as a promising business along with IT and Bio industry. In this context, the current study analyzes international competitiveness of Korea, compared to that of China and Japan as these countries have frequent economical exchanges and share environmental concerns with Korea. Further, the study provides a base for the trade liberalization of environmental products and contributes to development of the environmental industry. Composition: The introduction is described in chapterⅠ. The chapter Ⅱ investigated the definition of environmental products and suggests relevant studies for the international competitiveness of environmental products. The chapter Ⅲ examines the range of environmental products used in curerent study and the trade situation of Korean environmental products. The chapter Ⅳ measures the international competitiveness of environmental products by sectors. The final chapter is describes a summary and implications of the study. The chapter Ⅲ examines the range of environmental products used in current study and the trade situation of Korean environmental products. Originality/Value: It is difficult to reach an agreement for the definition of environmental products between advanced and developing countries due to distinct opinion gaps and positional differences between them. However, the trade of environmental products are increasing rapidly as the concerns for environmental problems are mounting. As the trade liberalization of environmental products is promoted, it seems meaningful to estimate the international competitiveness of Korean environmental products by sectors. Furthermore, it provides a foothold for domestic environmental industries.
