연구목적: 중국 주도의 AIIB가 일대일로를 바탕으로 범세계적으로 더욱 확대되고 영향력을 행사하기 위해서는 지속가능성과 포용성이 전제되어야 한다. 이에 AIIB에서 한국의 역할도 매우 중요해지는 것이 사실이므로 그에 대한 모색이 어느 때 보다 절실히 필요하다. 이것이 본 논문 연구의 목적이다. 논문구성/논리: 본 논문은 제1장 서론, 제2장 연구배경 및 AIIB 설립과 목적, 제3장 일대일로와 AIIB 현황, 제4장 AIIB 확장과 한국의 역할, 제5장 결론으로 구성하였다. 결과: AIIB는 인프라 개발에 특화하여 지역적으로는 중앙아시아는 물론 ADB가 상대적으로 소홀했던 동북아까지 포괄하게 된다면 기존 MDB와의 경쟁보다는 상호보완성이 더 클 것으로 예상된다. 한국은 AIIB 합류로 신금융질서로의 주도적인 참여는 물론 우리 기업의 건설 참여, 통일재원 조달 등의 관점에서 다양한 접근이 모색되어야 할 것이다. 결국 중국 주도의 AIIB는 새로운 금융질서 속에서 지속가능성과 포용성을 바탕으로 더욱 확대될 것이다. 독창성/가치: AIIB는 WB, ADB 등 기존 MDB를 통한 아시아 지역 인프라 투자자금 공급 부족을 해소하는 데 기여할 것으로 기대되며 이것은 미‧일 주도의 국제금융질서에 대응한 중국 중심 금융질서 형성의 시작으로 평가된다. AIIB의 설립은 중국 일대일로 정책과의 연관성, 중국 잉여자금의 활용, 중국 위안화 가치의 급부상, MDB 역할의 한계, 융자 플랫폼의 대안적 역할 등으로 그 가치를 평가할 수 있다.
Abstract
Purpose: Sustainability and inclusiveness are required for the China-led AIIB to expand and gain global influence on a “One Belt One Road” basis. As Korea’s role in AIIB is very important, the search for it is more urgent than ever. This paper explores this issue. Composition/Logic: This paper is composed of the following: Chapter 1 Introduction, Chapter 2 Research Background and AIIB Establishment and Purpose, Chapter 3 One Belt One Road and AIIB Status, Chapter 4 Extension of AIIB and Role of Korea, and Chapter 5 Conclusions.. Findings: AIIB is expected to be more complementary to existing MDBs than competitive with existing MDBs, especially in terms of infrastructure development and particularly in central and northeast Asia, where ADB has been neglected. Korea should join the AIIB and use various approaches to participate in establishing Korean companies and helping to finance unification, as well as taking a leadership position in the new financial order. China-led AIIB will then expand based on sustainability and inclusion in that the new financial order. Originality/Value: AIIB is expected to help reverse the shortage of infrastructure investment funds in Asia through existing MDBs such as WB and ADB, regarded as the beginning of a China-centered financial order in response to the US/Japan-led international financial order. The establishment of AIIB can be as valuable as the One Belt One Road project in China, due to its relevance to policy, the use of surplus funds in China, the surge in the value of the Chinese yuan, the limitations of the MDB’s role, and its potential as an alternative financing platform.
