Abstract

The strategic interaction between South and North Koreas, and the uncertainty of the political type of the North Korea are important in the issue of North Korean nuclear weapon development. The type of North Korea might be either militant enough to wage nuclear war or political to abandon nuclear weapon development and suggest political negotiation against aggressive policy of South Korea. The direction and the strength of the policy of South Korea crucially depend on the uncertainty of the type of North Korea. In this paper, we develop a signaling model in which North Korea signals whether to develop nuclear weapon or not and, after observing the signal, South Korea who is uncertain about the type of North Korea decides to respond aggressively or cooperatively. The results of our model suggest that the effect of a South Korean policy depends on how the policy affects the payoff structure of the signaling game which, in turn, affects the equilibrium strategies of South and North Koreas. Therefore, in order to design optimal policy against North Korea, South Korea should consider the expected effects of the policy on payoff structure of the game and the strategic choices of South and North Koreas.
