This study examines variability in ideological and partisan polarization of issue attitudes using individual-level data from the Pew Research Center’s 2015 Governance Survey of US citizens. Issue attitudes of central interest in the study are 10 pairs of polarized choices (liberal or conservative statements) regarding economic matters (government efficiency, business regulation, corporation, and market orientation) and non-economic matters (welfare policy, environmental regulation, national defense, racial equality, immigration, and homosexuality). The polarizing effects of partisanship and self-placed ideology on issue attitudes differ among the issues. This study finds two different natures of average American citizens’ bipartisanship: ideology-tuned preference and performance-based support. Republican loyalty stimulates conservative positioning more powerfully than Democratic loyalty stimulates liberal positioning. Republican loyalty reflects ideological preference more than Democratic loyalty, while Democratic loyalty reflects performance-based partisan support more than Republican loyalty.
