한국 복지국가의 역진적 선별성: 소득계층과 고용지위에 따른 차이를 중심으로

Regressive selectivity of the Korean welfare state: Focusing on the differences by income groups and employment status

본 연구는 ‘역진적 선별성’ 개념을 바탕으로 한국에서 노동자의 근로소득과 고용지위에 따른 사회보험(공적연금, 고용보험)의 차등적 분배 양상을 이해하기 위해 2006년부터 2020년까지 한국복지패널조사 15년간 데이터를 활용하여 실증적으로 분석하였다. 시계열분석 결과 한국 사회보험의 역진적 선별성은 분석기간 동안 상당히 완화되었지만, 여전히 안정적 고용상태의 중산층 이상 계층과 불안정 고용의 저소득계층 간 사회보험 가입 여부의 차이가 큰 것으로 나타났다. 한편 상대적으로 안정적 고용상태에 있는 노동자가 실업의 위험으로부터 더 보호받는 것으로 파악되었다. 연구결과를 토대로 코로나19 팬데믹 이후 복지국가의 확대가 ‘역진적 선별성’을 완화하고 불평등과 격차를 줄이는 실질적 대안이 되기 위해 필요한 정책을 제안하였다.

Abstract

Based on the concept of “regressive selectivity”, this study aims to understand the differential distribution of social insurance (public pension, employment insurance) by workers' earned income and employment status in Korea. An empirical analysis was conducted using data for 15 years of the Korea Welfare Panel Study from 2006 to 2020. As a result of the time series analysis, the regressive selectivity of Korean social insurance was significantly eased during the analysis period, but there was still a large difference in social insurance coverage between the middle-class or higher-class in stable employment and the low-income class in unstable employment. On the other hand, it was found that workers in relatively stable employment were more protected from the risk of unemployment. Based on the results of the study, we proposed the necessary policies for the expansion of the welfare state after the COVID-19 pandemic to become a practical alternative to alleviate regressive selectivity and reduce inequality and disparity.
