泰封의 地方制度에 대한 考察

궁예는 浿西지역(황해도)을 개척한 다음 , 그 지역을 원활하게 지배하기 위하여 905년에 13鎭을 설치하고, 그 책임자로 浿西 각 지역에 근거지를 둔 지방세력을 임명하였다 . 특히 大谷郡(平州: 황해도 평산군 평산면 )에 설치한 鎭의 책임자를 로 임명하고, 나머지 鎭을 통괄할 수 있는 권한을 부여하였다 . 이와 더불어 궁예는 그에게 귀순한 지방세력의 근거지나 또는 정치군사적 중심지를 州로 승격시키고, 신라의 9州를 대신하여 전국을 몇 개의 道로 나누어서 편제하였다. 태봉의 지방제도는 고려에서 계승 발전시켰다 .
Abstract
After completing cultivation of the Paeseo region(浿西today), Gung Yae stationed 13 Jin(鎭) units in the region in 905 in order to secure eficient ruling and management in the region. He also named certain individuals from local influential groups throughout the Especially, he appointed the person in charge of the Jin unit p l a c e d a t t h e D a e g o k - g u n (大谷郡: Pyeongju region<平州>, Hwanghae-do Pyeongsan-gun Pyeongsan-myeon area today) as the Daemodal(大毛達 f the other Jin units as well.Also, Gung Yae promoted the bases of local powers who submitted themselves to the ruling of Gung Yae, or other political and military center stages, to Ju(州) units. Instead of the 9 Ju(州dynasty, Gung Yae chose to partition the country into several, newly designated Do(道) units.
