Abstract

Background: The increasing issues of abandoned dogs in South Korea, coupled with the operational challenges of private dog shelters, highlight the need for societal attention and solutions beyond individual efforts. Despite their critical role in rescuing and caring for abandoned dogs, private shelters remain excluded from governmental support, relying solely on limited resources and volunteer assistance. This study aims to address these challenges by proposing fundamental solutions to improve workforce efficiency and operational systems in private shelters. Methods: Through theoretical analysis, this research defines the structure, operational scope, and stakeholders of private dog shelters. Based on in-depth interviews and observational studies conducted at private shelters near Seoul, a detailed user journey map and core personas were developed. Opportunities for human-AI collaboration were identified across key tasks, focusing on improving shelter operations and dog care. Subsequently, service opportunities and AI-human collaboration levels for each task were evaluated. Prototypes, including scenario-based storyboards and UI designs, were created to validate the proposed solutions. A qualitative evaluation assessed practical applicability, while iterative improvements were made through quantitative analysis based on the findings. Results: The results indicate that integrating AI into repetitive tasks such as feeding, cleaning, and emergency response has the potential to enhance efficiency. However, challenges were identified, including unpaved shelter facilities hindering robot navigation and noise-sensitive large breeds that may experience stress or accidents. These findings emphasize the importance of user-centric design in AI-based services for private shelters, ensuring balanced AI-human collaboration to improve user satisfaction. In particular, AI's enhanced role in IoT device control and behavioral data analysis presents a promising avenue for delivering tailored services that respect the unique needs of animal care. Conclusion: This study provides valuable insights into improving operational efficiency and service quality in private shelters. Future research should focus on broader data collection and long-term impact analysis to further refine and expand these solutions. This research contributes to the practical development of AI-enabled services for private dog shelters, offering a foundation for operational improvements and technology-driven advancements in animal welfare.
