Abstract

Background: This study aims to examine how citizen participation in New Genre Public Art (NGPA) contributes to the artistic quality, sustainability, and local branding of public facilities. Focusing on the case of “Scenery Painted with the Fragrance of Jeong Yak-yong” in Namyangju City, the research highlights the role of collaboration among citizens, artists, and administrative bodies across different project stages. Methods: A mixed-method approach was employed, including literature review, analysis of domestic and international cases, and qualitative case study. Six representative works were selected from twelve completed projects. Data were collected through participant observation, community program records, and administrative documents, and analyzed by categorizing citizen participation in planning, design, production, installation, and post-management stages. Results: Findings show that structured citizen involvement enhanced contextual relevance, reduced maintenance risks, and fostered attachment to public spaces. Citizens contributed ideas, technical input, and management, while artists ensured quality and safety. Administrative agencies provided institutional support, enabling long-term preservation. Collectively, these processes strengthened local identity and promoted Namyangju’s cultural branding. Conclusion: NGPA projects demonstrate that balanced collaboration among citizens, artists, and institutions not only improves public art quality but also creates sustainable cultural assets and urban branding effects. This participatory model can guide future public design policies.
