Abstract

(Research Background and Purpose) 228 local governments across the country conducted ‘the 2020 Culture New Deal public art project’as a cultural policy that helps citizens exercise cultural rights within their daily lives as we experience disconnection from others due to the spread of COVID-19. Public art projects are a policy type of cultural and artistic projects planned and promoted in accordance with the government's policies, unlike architectural art works that are made an essential element when installing buildings. In 2006, the Art in City project of the Ministry of Culture, Sports and Tourism started and the public art project with the nature of "Project" has been regularized as a long-term project for more than five years, centered round the Ministry of Culture and Sports, Anyang. This paper focuses on the case of Seoul, which is promoting the most diverse public art projects among them. I would like to first diagnoses the changes in the times of public art and the distribution in Seoul, compares the characteristics of the projects promoted as short-term and medium-term according to the current status of the city, and suggest the points to be considered in future urban art policy. (Research Method) The basic structure and type of public art policy are reviewed to identify the institutional position of the public art policy for project performance. Since then, three representative public art project policy cases promoted by Seoul from the 2000s have been compared, and the strengths and weaknesses of each policy are analyzed to understand the characteristics of them promoted in urban spaces. (Result) By analyzing the characteristics of Seoul's policies focusing on the five attributes of the project type of public art policy, and presenting the differences in period, financial resources, promoter, policy method, and implementation unit, the necessity of preliminary review was proposed. (Conclusion) Among various policy types in public art, projective public art policy is an experimental type that deals with contemporary aesthetics in consideration of temporary and regional closeness in consideration of urban changes, and has recently expanded to various genres such as media art, architecture, landscaping, and campaigns. It is time to equate public art with decorative forms that mask dizziness, three-dimensional objects for urban promotion, or to break away from policy tools for short-term and visual achievements. Meeting art in everyday life is refreshing and fun. We hope that the case analysis presented in this paper will serve as a reference for policy planning that is sympathized with many citizens in the manualized urban space, and that projective public art can be settled and developed as urban art policy by preparing administrative, legal, and structural devices to enable active system improvement and pre-planning in the future.
