중국과의 교역 확대가 한국 노동시장에 미친 영향

본 연구는 중국과의 교역으로 인해 창출된 국내 고용효과를 순수출로 인한 직접적인 효과와 무역구조의 변화로 인한 효과를 구분하여 추정하였다. UN Comtrade 자료, 한국은행의 「산업연관표」, 「임금구조기본통계조사」 등을 이용하여 1994년부터 2014년까지의 기간 동안 분석한 결과, 2000년대 초반을 기점을중국과의 교역으로 인한 효과가 달라진 것으로 나타났다. 2002년 이전에는 중국과의 세계 수출시장 경쟁 심화로 인한 고용 위축 효과가 크게 작용하여, 임금근로자의 고용이 연평균 0.5% 감소한 반면, 그 이후에는 중국으로의 순수출 확대를통한 직접적인 효과가 상대적으로 크게 발생하여, 연평균 0.9%의 고용이 증가한것으로 추정되었다. 근로자의 특성별로는 남성의 경우 초대졸 학력 근로자와 고임금 근로자, 여성의 경우 저학력 및 저임금 근로자의 고용이 다른 계층에 비해더 크게 확대되는 경향을 발견하였다. 이와 같은 결과는 중국과의 교역의 성격에따라 노동시장 파급효과가 달라짐을 암시한다.
Abstract
The paper investigates the employment effects in Korea of the trade between Korea and China. Using UN Comtrade database, Input-Output Statistics by the Bank of Korea and Ordinary Wage Structure Survey for the period from 1994 to 2014, it estimates that wage earners’ employment declined by 0.5% per year prior to 2002 but that it increased at an 0.9% per year since then. The former is largely due to the intensified competition in the global export market with China and the latter is through the expansion of net exports to China. Among workers, the male with college degree and high wage and the female with low education and low wage are found to have gained employment. The findings imply that the labor market consequence of trade with China depends on its structure.
