Abstract

This paper examines the impact of prior risk perception, distrust of social institutions, status of health and other individual characteristics on decision making of vaccination against SARS and influenza. Using contingent valuation survey data on health risks due to SARS and influenza, we find that society responds in extreme and inconsistent ways to health risks. We find that individuals overreact to SARS which is unfamiliar to them but having a very low infection rate in reality. Increases in distrust of government increase the likelihood of voting yes on vaccination against SARS, while they have no significant effect on the probability of voting yes on vaccination against influenza. It implies that improving trust of government is important for society to respond consistently on health risks. As expected in a theoretical model, the likelihood of a yes vote on vaccination against SARS decreases with the amount of the offer and increases in income. We also find that the level of prior risk perception has significant effect on a yes vote.
