동아시아에서만 40여년을 외교관으로 보낸 전무후무한 기록을 갖고 있는 해리 파크스에 대한 연구로 가장 많이 다룬 부분은 주일영국공사로 있던 18년(1865-83)이다. 다음은 1883년 주중영국공사로 있으면서 동시에 초대주한영국공사로서의 외교활동부분이다. 한편 파크스가 주일영국공사로 발령될 때 이미 그의 외교적 능력이 인정된 상태임을 알 수 있다. 왜냐하면 주중 외교관 시절의 공적이 인정되어 1862년에 국가로부터 기사작위인 KCB를 받은 점 때문이다 그러므로 그의 외교활동과 관련된 연구가 주로 1865년 이후에 치우쳐 있지만 그의 외교에 대한 이해의 깊이를 더하자면, 적어도 작위를 받기기전의 그의 외교활동을 점검해보는 것이 반드시 필요 할 것이다. 한편, 파크스의 초기외교활동이 외무성 기록에서 보이기 시작한 것이 1856년에 광저우에서 발생한 애로우호 사건 때부터다. 하지만 아쉽게도 이 시기 이후의 얼마간의 파크스 외교활동, 특히 중국에서의 활동에 대해선 집중적으로 연구된 사례가 없다. 왜냐하면 1856년에 시작된 애로우호 사건과 이어 진행된 제2차 영중전쟁이란 두 사건이 워낙 주목을 받다보니 이 사건들 중심으로 대부분의 연구가 치우쳐 있었기 때문이다. 그러므로 두 사건의 핵심에서 외교적 활동을 하던 인물들, 특히 외교현장에서 두드러진 활동을 보인 파크스에 대한 언급은 위 두 사건의 검토 과정 중에 잠깐 언급되는 정도였다. 때문에 본 연구에선 파크스를 중심에 당시 두 사건 관련시켜보고자 한다. 이때 그의 외교활동이 어떻게 비추어지는지를 검토하고, 동시에 그의 외교적 삶의 전반에 어떤 영향과 의미를 주었는지도 확인코자 하였다.
Abstract
By checking previous research of Harry S. Parkes who was an only diplomat to serving over 40 years in East Asia, he was mainly dealt with his diplomatic activities of the minister in Japan (1865-1883), and following the minister in China and Korea (1883-1885). On the other hand, when Parkes was announced an appointment of the minister in Japan, he had already been recognized his diplomatic position in China. There is evidence that the British government awarded him to KCB (Knight Commander, Order of the Bath) of 1862 because of approving his diplomatic activity during the period of the second Anglo-Chinese war. Therefore, there is a necessary process, for further understanding Parkes diplomatic activities, that his diplomatic activity in China before 1862 should be closely examined. Early record of Parkes’ diplomatic activities was founded to manuscripts about Arrow Incident of 1856 and the second Anglo-Chinese War of 1858-60. However, there have little studies about his personal diplomacy, even though he had served as consul in China during the period of Incidents. It is a reason that Arrow Incident and the second Anglo-Chinese War themselves had been more close-up than his personal activities within those affairs, and, as the same logic, scholars also interested in studying those affairs better than diplomatic men in the affairs' spot. Consequently, in this paper, I concentrated to study Parkes’ diplomatic activities in related with Arrow Incident and the second Anglo-Chinese War. And I tried to look for effects and meanings given to Parkes own diplomatic life through checking the process of the those Incidents.
