초록

Since ancient history was primarily recorded by the ruling class, there are not sufficient data illustrating the life of Koreans in Japan, but quite a lot data remains describing the governmental policy toward them. Therefore, the life of Korean groups in Japan can be investigated through the Japan’s policy toward them. Ancient Japan’s policy toward Korean immigrants had changed depending on the circumstance, which can be distinguished into three stages. The first stage of the policy targeted for the huge group of Korean emmigrants to Japan in the 5th Century due to the southward movement policy of King Jangsoo (413-491) that was started by the southern conquest of King Gwanggeto (391-412) of Goguryeo. The second aimed to the ruling class of Baekje who exiled to Japan after being defeated by Shilla and Tang allies at Baekchon River in 663. Unlike first two policies for Korean immigrants, the third one taken by Imsin rebellion’s strong Emperor of Japan (372) was against the Korean existing residence. These policies are assumed to be determined depending on the difference of the cultural level or political situation. In the beginning of the 5th Century, as Japan was developing toward an ancient country where Korean immigrants having advanced technology could provide the basic structure. During the late 6th Century, the government of Cheonji cheong emperor shared a common destiny with the Baekje immigrants, because they fought together at Baekcho River, which was inherited to the Cheonji government prior to Imsin rebellion. However, the next government, Cheonmoo, that overthrew the previous government excluded Korean immigrants by having them moved to a remote Dongguk (eastern country) presumably to establish the emperor-friendly politics.
