Abstract

This article explores the intertwined political journeys of American journalist Walter Lippmann and British political theorist Harold Laski during the interwar period. Situating their interaction within American and British political contexts, this article argues that their divergent ideological paths were shaped by and helped reshape the divergence of Anglo-American progressivism in the early twentieth century. Since they had met in 1915, Lippmann and Laski maintained close friendship and exchanged ideas on a wide range of issues in their countries’ politics. At the heart of this transatlantic conversation was the role of central state in reforming capitalism. Before World War I, their ideas was overlapped closely with each other, reflecting the convergence of liberalism and socialism in Anglo-American politics of that time. Through their interactions as well as engagement with their countries’ political developments, their views of state diverged steadily. Lippmann, who began his career as a statist liberal attached to Theodore Roosevelt’s New Nationalism, became increasingly obsessed with the danger of central state to individual freedom. Conversely, Laski, once a self-proclaimed libertarian socialist upholding political pluralism, gradually moved toward Fabian socialism’s state-centered, top-down approach. On the eve of World War Ⅱ, Lippmann embraced the neoliberal notion of free market, as the rise of totalitarianism seemed to confirm his concern about a menacing strong state, while Laski converted to revolutionary Marxism concluding that reforming capitalism within the existing system was a hopeless project. As this article aims to demonstrate, their protean ideologies and eventual divergence illustrates how American liberalism and British socialism developed a set of common principles and why and where this Anglo-American progressivism collapsed.
