초록

본 연구에서는 淸末 蕪湖의 開港 당시 ‘洋稅의 侵占’과 같은 문제가 구체적으로 어떠한 통상 국면의 변화를 배경으로 한 것인지 밝히고, 19세기 말 芝罘條約 이후 달라진 長江 交易의 구조와 실상의 일면을 살피고자 하였다. 해관 권력의 확대나 서구 열강의 제국주의적 침탈과 결부지어 온 기존 연구의 해석과는 달리, ‘양세의 침점’은 민선 대비 양선의 이용 증대와 같은 국면의 변화 측면에서 바라봐야 할 것이다. 또한 이러한 변화의 핵심에는 투 시스템(Two Systems)의 도입과 洋船 交易의 전개가 있었으며, 무호당국의 落地稅 징수는 그 과정에서 나타난 常關의 세수 부진에 대응하기 위한 조치였다. 그러나 정태행의 설탕 구류 안건에서와 같이, 무엇보다 투 시스템은 상인들 스스로 유리한 방향으로 官의 징세를 회피할 기회를 가져다주기도 했다. 본래 무호의 교역은 華商 및 民船을 대상으로 규정되었으나, 개항 이후 條約關稅의 대상인 洋商 및 양선의 등장으로 제도상의 필연적 모순이 드러나게 되었다.

Abstract

This study aims to reveal how the matter such as the "encroachment of Yang Shui(洋稅)" during the opening of Wuhu(蕪湖) in the Late Qing China was specifically set against the backdrop of changing trade conditions, and to examine one aspect of the structure and practice of trade on the Yangtze River that changed after the Chefoo Convention in the late 19th century. Contrary to the interpretation of existing studies, which have linked the expansion of the Maritime Customs power or the imperialist encroachment, the 'encroachment of Yang Shui' should be viewed in terms of changes in the state, such as the increased use of the foreign vessels as opposed to the native junks. The introduction of the Two Systems and the development of the foreign vessels trade were at the heart of these changes, and the collection of Lo-ti Shui(落地稅) by the Wuhu Authorities was a response to the declining tax revenues of the Native Customs. However, as in the case of Wong Bros. & Co.(正泰行)’s sugar detention, the Two Systems also provided merchants with the opportunity to evade official taxation in their own favor. Originally, trade in Wuhu was regulated for Chinese merchants and native junks, but after the opening of the port, the inevitable contradictions in the system were exposed by the emergence of foreign merchants and vessels that were subject to the treaty tariff.
