Abstract

The province of Egypt occupied a position of exceptional strategic significance within the Roman Empire. It served as the principal source of grain for the capital at Rome, as a secure rear base during imperial campaigns, and as a pivotal hub of maritime commerce. In recognition of this special status, the province of Egypt was administered as if the emperor’s personal domain and was garrisoned permanently by legions, auxiliary units, and the classis Alexandrina. The classis in particular was not confined to a subsidiary, supporting role for land forces; rather, it bore active responsibilities, defending the eastern Mediterranean in wartime and safeguarding the grain convoys and trade routes in peacetime. In fulfilling these tasks, the army and navy were deployed as complementary forces in an integrated fashion, a practice that may be understood as an early manifestation of “Jointness.” Such joint operations are attested in multiple instances: The first and second governors’ campaigns along the Nile and the Red Sea; the service record of a legionary stationed at Nikopolis in the 80s CE; the suppression of the Jewish revolt between 115 and 117. The classis Alexandrina, together with the legions at Nikopolis, the potamophylakia along the Nile, and auxiliary units, operated under the direct authority of the provincial governor in coordinated action. Strategic urban centres and the riverine network functioned as key theatres of such operations. Although these instances cannot be equated with modern “Joint operations” in a technical sense, they nevertheless demonstrate that the Romans possessed a clear conceptual awareness of integrated land–sea force employment and of what may be termed “Jointness”.
