참여지형에 따른 정보흐름의 변화가 정책수용성에 미치는 영향: 방사성폐기물처리장 유치사례를 중심으로

초록

이 논문은 2005년 시도하였던 방사성폐기물처리장 입지선정사례를 분석함으로써 정책수용성이 어떠한 과정을 거쳐 형성되는지를 분석하였다. 특히 그동안 관심의 대상이 되지 않았던 참여지형이 정책수용성에 어떠한 영향을 미칠 수 있는지를 분석하였다. 방사성폐기물처리장을 포함한 위험시설의 입지선정과정에서 지역주민들의 정책수용성을 좌우하는 요인들은 다양하게 논의돼오고 있다. 그러나 기존의 논의들은 선형적인 인과관계만을 고려함으로써 지역주민들이 위험과 편익을 어떠한 방식으로 인지하는지 설명하지 못하는 한계를 지니고 있다. 연구결과 지역주민들의 위험과 편익에 대한 인지는 지역사회에서의 참여지형에 따라 달라질 수 있음을 알 수 있었다. 참여지형을 구축하는 단체가 찬성단체인지, 반대단체인지에 따라 정보의 흐름이 변화하고, 이는 지역주민들의 행동선택에 막대한 영향을 주고 있음을 알 수 있었다.

Abstract

This study analyzed how policy acceptance was formed by scrutinizing the location of radioactive waste facility case attempted in 2005. It is useful to investigate new social dynamics of policy acceptance in that the location, which had been a policy fiasco for two decades, was reversed into great success. Until now the participatory map was unconcerned but this analysis showed how it would have an influence on policy acceptance. There were various discussions on factors controlling the acceptance of local citizens during locations of NIMBY facilities including the radioactive waste facility. However, the previous discussions couldn't explain the way in which the citizens perceive risk and benefit because they only considered linearly causal relations. The study found that the perception of local citizens could be different depending on participatory map in the community. The information flow changed according to whether the group organizing the map support the policy or not. Thus this article found it had a great influence on the citizens' rational choice.
