초록

본 연구는 관료제의 문서 또는 기록주의에 대한 그동안의 비판에 대해 공공부문의 기록이 가지고 있는 가치를 재해석 해보고자 하며 이를 긍정적인 방향으로 발전시키고자 하는 목적으로 수행되었다. 행정현장에 있어서 공무원들의 업무과정을 문서로 기록하여 조직의 지적자산으로 공유하고 활용하는 것은 매우 중요하며, 이것이 바로 관료제의 기록주의가 지니고 있는순기능이 제대로 작동하는 것이라고 할 수 있다. 또한 이전의 문서나 기록은 이후의 정책과정에서 앞의 정책사례에서의 실패나 성공 등을 되새기고 참조하므로서 진일보하고 세련된 정책으로의 변화를 가져올 수 있는 훌륭한 지식이 될 수 있다. 따라서 기록관리는 지식관리의중요한 영역으로 이해되어야 한다. 이를 위해 우리공공부문에서 기록관리의 중요성은 현재보다 제고되어야 하며, 공공부문 구성원들이 기록물을 지식으로서 인식하도록 하는 노력이 시급하다. 또한 기록물관리를 지식관리와 연계하여 통합해야 할 것이다.

Abstract

This study seeks to identify criticism about documents and records of bureaucracy. It is very important to share and utilize records or documents as a knowledge assets of the organization. That is positive functions of records of the bureaucracy. Knowledge as previous documents or records in the success or failure in the policies of the previous case can bring about advanced and sophisticated policy. Records management should be understood as an important area of knowledge management. To this purpose, we should enhance the importance of records management in the public sector. Furthermore, public sector members should recognize documentary as a knowledge. In addition, we need to integrate knowledge management and records management.
