성-역할 고정관념의 지형변화와 여성정책에 갖는 함의: 1996년과 2010년의 인식 차이를 중심으로

초록

본 연구는 정책의 내용이나 방향을 결정하는데 있어서 특정 정책이슈에 대한 사회적 인 식이나 가치체계를 이해하는 것이 필요하다는 것에서 출발하였다. 이에 따라 여성관련 정책에서 중요한 의미를 갖는 성-역할고정관념의 인식지형을 살피고, 1996년과 2010년 의 인식을 비교함으로써, 이를 둘러싼 지형 변화에 주목하였다. 이를 위해 세계가치조사 의 일환으로 우리나라에서 실시된 1996년과 2010년 성-역할고정관념에 대한 인식을 비 교분석하였다. 성-역할고정관념을 1)성별화된 자원(권력)의 배분, 2) 남성부양자 역할, 3) 엄마역할로 세부 차원화하고, 각각의 차원의 인식지형과 지형의 변화를 실증적으로 규 명하였다. 그 결과, 전반적인 차원에서 1996년에 비해 2010년에 성-역할고정관념에 일 정한 변화가 감지된다. 특히 성별화된 자원배분 차원에서 성-역할고정관념적 평가가 완 화되고 있는 것으로 보인다. 다만, 노동시장에서의 일자리에 대한 인식은 1996년이나 2010년 모두 성별화되어 있으며, 2010년에 인식 변화가 거의 나타나지 않았다. 둘째, 기 혼여성의 노동시장 참여가 미혼여성을 앞지르고 있는 현실적 변화에도 불구하고, 남성 가족부양자 이데올로기와 남성의 이 여성보다 수입이 적을 경우 갈등이 불가피하다는 가족임금이데올로기가 여전히 건재함이 확인되었다. 셋째, 엄마역할에 대한 성-고정관념 의 지형은 1996년에 비해 2010년에 오히려 더 강화되었고, 여성이 남성에 비해 더 보수 적인 엄마역할에 대한 인식을 보이는 역설적 결과가 나타났다. 이상의 결과가 갖는 의 미를 경제위기와 연결하여 논의하고, 여성정책에 주는 함의를 찾아보았다.

Abstract

This study starts with the importance to understand social recognition and social values on a certain policy issue, in order to determine relevant policy directions and contents. For this, gender role stereotypes is focused as a pivotal factor for policy issue on women/gender relations, paying special attention to changes in perception of 2010 in comparison to that of 1996. In doing so, data for World Value Survey(WVS) are utilized. Gender role stereotypes are categorized into three sub categories; 1)gendered allocation of social resources(power), 2) male-breadwinner ideology, 3)motherhood ideology. Perceptual differences in each category of gender role stereotypes are empirically explored. Findings show that in overall aspects gender role stereotypes in 2010 has been changed from 1996 . In particular, the category of gendered allocation of social resources(power) has been considerably changed. On the other hand, despite the active female participation to the labor market, male-breadwinner ideology is still tenacious. Interestingly enough, motherhood ideology in 2010 was rather intensified than 1996. Furthermore, unlike the conventional expectation, women perceived the motherhood ideology in more traditional ways than men. The implication of the findings for women’s policy are discussed in relation to the economic crisis.
