Abstract
Social innovation is a key to respond to the challenges of low growth, high risks and aging population, which South Korean society currently faces. Social innovation emerges in the process of collaboration among the local residents and various institutions in search of sustainable development of the region. Hence, the policies and institutional mechanisms for improving the intellectual competence of the local residents is critical, and 'learning region' can be an essential mechanism for social innovation. This study aimed to address the followings: 1) identifying which factors constitute the concept of social innovation and learning region; and 2) developing indicators for measuring these concepts and analyzing the statistical significance of these indicators in Korean context. The analysis was conducted based on the survey data collected from 600 local residents from 17 municipalities in December 2015. The result shows that the majority of the characteristics of learning region, in particular conversation and debates, contribute to social innovation positively. This finding suggests that the informal channels for communication and the culture of conversation needs to be cultivated as well as formal institutional mechanism within the local community for social innovation.
