연구개발협력 수행체계가 성과에 미치는 영향 실증분석: O’Toole & Montjoy의 조직간 집행 가설의 검증

본 연구는 연구개발협력 사업의 수행체계 및 구조의 유형 측면에서 R&D를 수행하는 개별 조직들의 집합체 또는 체계로서 가변적인 상호관계의 네트워크 구조가 R&D 성과에 영향을 미칠 수 있는지에 분석의 초점을 두고 있다. 이를 위해 다조직간 관계 유형에 따른 구조적·행태적 차이에 관한 O'Toole & Montjoy(1984)의 이론적 논의를 바탕으로 연구개발협력 수행체계가 공동적 상호의존형일 경우는 단순선형적 혹은 호혜적 상호의존형의 경우보다 연구개발 성과가 높을 것이라는 가설을 검증하였다. 분석자료는 우리나라 국가연구개발사업 중 미래창조과학부의 지원을 받아 추진된 기초연구분야 총 99개 집단연구사업으로서, 개별 사업들이 최초 시작된 시점부터 2013년 12월 31일까지 산출한 R&D성과를 대상으로 하였다. 구체적으로 연구개발협력 성과로서 논문 및 특허 성과를 종속변수로 하고. 연구개발 수행체계의 유형, 노동 및 자본 투입요소, 연구개발사업 수행기간을 독립변수로 하여 포아송 회귀분석을 실시하였다. 분석 결과, 연구개발협력 수행체계가 순차형이거나 호혜형일 경우에는 공동형일 경우보다 논문성과가 적은 것으로 나타났으며, 특허성과의 경우 공동형이 순차형 수행체계보다 높은 것으로 나타났다. 이와 같은 분석결과는 연구개발협력 수행에 있어 사업 참여조직간 상호의존의 구조적 유형별로 상이한 조직적 행태를 보일 수 있으며, 이로 인해 연구개발 성과 역시 차이가 날 수 있으므로 연구개발협력의 유형별 특성을 고려한 수행체계의 설계 및 관리가 필요함을 시사한다.
Abstract
The aim of this article was to examine the impact of implementation system of R&D collaboration on R&D performance. Based on the hypothesis of inter-organizational implementation of O’Toole&Montjoy (1984), this article testified the hypothesis that the performance of R&D collaboration may be influenced by the types of R&D implementation system. Using data on R&D collaboration programs of the Korean government, analysis results of the article showed that pooled interdependence of R&D implementation system had higher R&D performance measured by the number of published journal papers and patents than sequential interdependence or reciprocal interdependence.
