사회의 급속한 고령화는 인구구조의 변화를 의미하며, 경제활동인구는 현저하게 줄어드는 반면에 사회국가적 급부에 의존하는 사회보장수급자의 비중은 급격히 늘어나는 것을 의미한다. 그렇기 때문에 사회국가 실현을 위한 재원의 확보라는 측면에서는 위기인 것이 분명하지만, 사회국가의 의미와 비중이 높아진다는 점에서는 기회라는 것도 부인할 수 없다. 문제는 이러한 양 측면이 서로 충돌할 우려가 매우 높다는 점에 있다. 사회국가 실현을 위한 재원의 마련에 실패할 경우, 사회국가의 의미와 비중이 높아지는 것도 불가능해진다. 최근 인구구조 고령화의 급속한 진행은 사회국가의 위기가 될 수도 있지만, 이를 현명하게 잘 극복할 경우 거꾸로 사회국가의 기회 내지–서구와 달리 우리에게는 처음 맞는- 전성기의 시작이 될 수도 있다. 그러나 사회국가의 위기 극복이 사회국가 이론으로써 가능한 것은 아니다. 사회국가의 실현은 사회국가의 의미와 필요성 내지 정당성에 대한 국민적 공감대에 기초하고 있으며, 이는 곧 민주적 합의가 사회국가 실현의 가장 중요한 기초임을 뜻하는 것이다. 따라서 고령화 시대에 직면한 사회국가의 운명을 좌우하는 것은 궁극적으로 국민들의 선택이라 할 수 있다. 이와 관련하여 국민들이 올바른 판단과 선택을 내리기 위한 전제는 정확한 현실 인식과 미래 예측이다. 이 논문에서는 고령화 시대라는 사회적･인구구조적 변화가 사회국가의 변화에 미치는 영향 및 이와 관련한 국민연금의 발전방향에 대하여 검토하였다. 이러한 검토는 앞으로 계속되어야 할 학문적 과제의 일부이며, 현실에 대한 이론적 분석과 평가는 실제 현실의 변화 추이와 계속 맞추어 가는 가운데 한편으로는 현실을 올바른 방향으로 이끌 수 있도록 해야 하며, 다른 한편으로는 예상치 못했던 현실의 변화에 대응하여 이론을 수정하는 것도 필요할 수 있다. 그러나 이 모든 것은 사회국가의 성격 및 국민연금의 기능에 대한 올바른 이해가 뿌리내리고 이들에 대한 정책적 왜곡이 차단될 수 있을 때 실질적인 의미를 가질 수 있다. 그것은 이 분야를 연구하는 학자로서의 소망일뿐만 아니라 이 시대를 살아가는 국민의 한 사람으로서, 주권자로서의 한 사람으로서 당연히 할 수 있는 요구이기도 하다. 이제 고령화는 불확정한 미래가 아닌 우리가 겪고 있는 현실이 되었고, 실효성 있는 국민연금 제도를 통한 노후생활의 보장은 우리 모두의 삶의 질을 결정하는 핵심적 요소가 되었다. 이에 대한 국민적 공감대의 형성과 국민연금을 비롯한 사회국가의 발전방향에 대한 확고한 사회적 합의가 이러한 문제를 해결할 수 있는 기초가 될 수 있을 것이다.
Abstract
The rapidly aging society has meant a change in the population structure and a sharply expanding proportion of beneficiaries of social security services, while the number of economically active population is remarkably decreasing. On the one hand this is a clear crisis in terms of securing financial resources to realize the welfare state, but on the other, it is an opportunity to place more importance of the society as well. The main issue is a high possibility of collision with those both sides. Fails to secure funding for realizing the welfare state results in a failure of placing a more significance on the welfare state. Even though the recent rapid progress of demographic aging would be a crisis in the welfare state, it could be another opportunity or a beginning point of a gold age to be the welfare state only if we wisely overcome those changes. However, the theory of the welfare state cannot be a solution to overcome the social crisis. The realization of the welfare state is based on the national consensus about the meaning and necessity to justify the welfare state; and it means that the democratic consensus is the most important basis of the welfare state realization. Therefore, people’s choice does ultimately affect the fate of the welfare state facing the aging society. In this regards, the prerequisites for people to make right decisions are correct perceptions of reality and predictions of future. This study examines with respect to the influences of social and demographic changes on the welfare state and the future development plan of the national pension service in the ageing era. This study is a part of scientific assignments to be continued in the future, and theoretical analysis and assessment of the reality should lead this reality to the right way as keeping up with current circumstances. At the same time, theories can be sometimes modified in response to the unexpected changes in reality. However, all of these can only have a real substantial meaning under the proper understandings about the function of the national pension and features of the welfare state without any distortions of these policies. It is not only a scholar’s hope who studies in this field but also a reasonable request as one of the people living in this era and one of the sovereigns. Now, the aging society is not an uncertain future but the reality facing us. Under this circumstance, securing the future of the aged through the effective national pension service becomes the essential factor which determines the quality of life for all of us. Strong social consensus about the national pension service and the future development plan of the welfare state would be the basis to solve these facing problems.
