국가혁신체제의 전환과 정부의 역할: 일본의 경험과 교훈

본 논문은 국가혁신체제의 전환 과정에서의 일본 정부의 대응을 구체적으로 살펴봄으로써 유사한 맥락에 처해 있는 한국에 적용될 수 있는 실천적 함의를 찾아내는데 목적이 있다. 일본은 모방적 추격전략을 통해 그 어떤 국가보다 신속하게 선진국을 따라잡는 데 성공하였으며, 추격자에서 선도자로서의 변모 과정에서 한국에 앞서 국가혁신체제의 전환을 일찍부터 경험하였다. 일본의 혁신체제 전환은 여전히 진행 중이지만 혁신체제 전환의 초기단계에 있는 한국으로서는 시행착오를 통해 혁신체제 전환의 과정에서 많은 경험을 쌓은 일본을 통해 다양한 교훈을 얻을 수 있다. 일본의 경험에 대한 분석을 통해 얻을 수 있는 함의는 다음과 같다. 첫째, 시장 실패에 논거를 둔 과학기술에 대한 직접적 정부 개입에서 벗어나 시스템의 실패를 보정하는 역할에 보다 중점을 두는 역할 변화가 필요하다. 둘째, 혁신체제의 전환이 혁신 주체로서의 정부의 시장실패의 보정에 대한 완전한 역할 포기를 의미하는 것은 아니며, 기초 연구 분야에 있어서는 정부의 역할을 지속할 필요가 있다. 셋째, 탈추격 단계에서는 특정 혁신 주체의 능력에 의존하는 불균형적(asymmetry) 전략은 더 이상 유효하지 않다는 점에서 개별 혁신 주체가 일정 수준 이상의 능력을 갖출 수 있도록 유도하는 것이 필요하다. 넷째, 일본의 경우에서 볼 수 있는 것처럼 개별 혁신 주체들 간의 연계를 강화하는 협력적 관리 방식으로의 변화가 필요하다. 다섯째, 정부가 혁신의 지원자와 조정자로서의 역할을 적절하게 수행할 수 있도록 정부 부처간 연계의 재조정을 포함한 제도적 변화가 필요하다.
Abstract
This paper intends to provide practical and policy implications for frictionless transformation of the national innovation system(NIS) in Korea. Those are derived from the experience of Japan by examining specific characteristics of policy reactions of its government to tackle the issues raised for frictionless transformation of NIS. Japan has been the most successful country at catching up economically-advanced western countries by adopting the strategy of imitating them. For Korea as a follower, the transformation of NIS in Japan is the most apt example from which valuable lessons can be drawn and learned, though it is still in progress. Some policy implications and recommendations are suggested as follows: Firstly, government role has to be converted from direct intervention to indirect system failure correction in post catch-up stage. Second, in spite of converted role of government from intervention to correction, government's support for basic R&D should be maintained in any circumstances. Third, public policy need to be reoriented to strengthen innovative capacity of each individual innovation simultaneously because asymmetric strategy of relying on one individual actor is not necessary and sufficient conditions for creative innovation and economic success in post catch-up stage. Four, it is necessary for government to support building cooperative network of innovation actors. Lastly, institutional change, including restructuring government system, is necessary to intensify effectiveness and consistency of government role as a supporter and coordinator of creative innovation.
