위험사회와 미래정부의 역량: 정부의 민첩성, 관리역량, 그리고 정부신뢰가 위험 인식에 미치는 영향을 중심으로

A Study on the Risk Society and Future Government Capacity: Focusing on the Impact of Government Agility, Managerial Capacity, and Trust in Government on Risk Perception

초록

본 연구는 위험관리 주체인 정부의 민첩성과 관리역량에 대한 인식이 정부신뢰를 통해 국민의 경제위험 인식, 사회위험 인식, 환경위험 인식에 미치는 영향에 대해 설문조사를 통하여 실증적으로 분석하였다. 분석결과를 살펴보면, 정부의 민첩성과 관리역량에 대한 국민의 긍정적인 인식이 정부신뢰를 향상시킴으로써 경제위험 인식과 환경위험 인식을 낮추는 것으로 나타났다. 또한 정부의 관리역량에 대한 긍정적인 인식이 국민의 경제위험 인식과 환경위험 인식을 직접적으로 감소시키는 효과가 있는 것으로 나타났다. 반면에 정부의 민첩성과 관리역량은 정부신뢰에 긍정적인 영향을 미치는 것으로 나타났지만, 사회위험 인식에는 통계적으로 유의미한 영향을 미치지 않는 것으로 나타났다. 또한, 정부의 민첩성은 정부신뢰를 통해 간접적으로는 환경위험 인식을 낮추는 효과가 있는 것으로 나타났으나, 직접적으로는 환경위험 인식에 정(+)의 방향으로 영향을 미치는 것을 확인하였다. 그리고 개인의 경우 연령이 높을수록, 여성일수록, 진보적인 정치성향을 가질수록 위험을 더욱 높게 인지하는 것으로 분석되었다. 본 연구는 국민의 위험인식을 기존 연구에서 간과하였던 위험관리 주체인 정부의 민첩성과 관리역량에 대한 인식을 중심으로 분석하고 정부신뢰를 통한 간접효과와 직접효과를 규명하였다는 점에서 의미가 있다.

Abstract

The objective of this study is to analyze the effects of the government's agility and managerial capacity on the perception of economic risk, social risk and environmental risk through trust in government through questionnaire survey. The result of the analysis indicates that a positive perception of the government’s agility and managerial capacity by the public lowers the economic risk perception and environmental risk perception through increased the trust in the government. Additionally, a positive perceptions of the governments’ managerial capacity has exhibited a direct reduction on the perception of economic risk and environmental risk. Conversely, the agility and managerial capacity of government showed a positive effect on the government's trust, although it failed to have a statistically significant effect on the social risk perception. Furthermore, government agility has been shown to an indirect effect on lowering the perception of environmental risk through improved trust in the government, however it directly has a positive effect on environmental risk perception. Lastly, in terms of demographics, older people, women, and those with a progressive political orientation were found to have a higher risk perception. The implication of this study is that it analyzed the effects of the government's agility and managerial capacity that were previously overlooked in prior studies and identified the role of trust in government.
