여성노인의 노동시장 참여에 대한 국민연금제도 유인효과와 계급효과

초록

이 논문에서는 여성노인의 노동시장 참여에 대한 국민연금제도의 유인효과를 분석하였다. 이 때 여성노인의 사회경제적 계층이 노동시장참여를 증대시키는 것으로 가정하고(계급효과), 가구의 계급에 의하여 국민연금의 유인효과가 어떠한 차이를 보이는지 분석하였다. 여성노인의 노동시장 참여는 ‘노동시장 참여 확률’과 ‘노동공급량(시간)’으로 측정하였다. 국민노후보장 제4차 패널을 사용하였으며, 성향점수매칭과 이중차분 및 삼중차분 방식을 결합하였다. 연구의 결과는 다음과 같다. 첫째, 여성노인의 노동시장 퇴장을 유도하는 국민연금제도의 유인효과는 낮은 수준이었다. 또한 계급효과를 투입하였을 때는 오히려 국민연금 수급 이후 여성노인의 노동시장 참여 확률이 증가하여, 생계곤란에 의한 노동활동에 유인기제로서 기능하지 못하고 있었다. 둘째, 여성의 교육수준이 가장 높은 영향을 미치는 요인이었으며, 예상과 달리 연령이나 건강상태의 역할은 낮은 수준이었다. 따라서 여성노인의 고령화나 신체적 제약에도 불구하고, 사회경제적 계층이 하위에 속한다면 이들의 노동시장 참여는 지속됨을 의미한다. 셋째, 여성노인 가구의 생계유지 상태에 따라, 남성배우자와 가구원의 역할에는 차이가 있다. 전통적으로 남성배우자는 여성의 사회경제적 안정성을 답보하는 조건이지만, 노년기에 가구경제가 취약한 상태에서는 오히려 노동시장 참여를 증가시키고 있다. 반면 생활비 부족을 경험하지 않은 여성노인 집단에서는, 가구원의 수가 이들의 노동량을 현저히 감소시키고 있었다.

Abstract

In this article we examined the pulling effect of public pension income on the labor market participation of older women in South Korea. In this process, we assumed that older women's social stratification influences their labor behavior including the exit from labor market. Therefore we tested what we defined the 'class effect' represented by whether they experienced financial problems in terms of maintaining their daily lives during one year before they participated in the panel research. The results are as follows. First, the pulling effect of public pension income which drive older women to the outside of labor market was quite low. Also it has very limited capacity to moderate burdens from older women's social stratification. Thrid, older women's educational background is the crucial factor to their labor market participation. The age, however, proved as less important and which means that even though they are growing older they will continue their labor market participation if their socio-economic situation doesn't get better. Fourth, older women's male spouse and household members are also doing an important role in supporting their financial needs.
