부산 미래유산의 제도적 한계와 가능성

Abstract

Designating Future Heritage began in 2013, Seoul, while modern heritage containing people’s life in rapid social changes and various developments was being desecrated. In particular, not like other heritages, Future Heritage has a feature that as heritage carrying common memory and emotion shared among people, its designation and managing are made by citizen’s voluntary participation. Busan introduced this Future Heritage system forth and designated 85 Future Heritages of Busan by 2023. Future Heritage policy changed significantly due to the utilization of the institution in the previous system establishment stage in 2023. Citizen publicity and participation have been actively promoted, including the establishment of a website, operation of a Future Heritage safeguard, beginning theme tours, and holding the Busan Future Heritage Forum, and progress to the next stage, stabilization and expansion of the system is expected. Accordingly, This paper attempts to examine the current status and problems of Busan's Future Heritage, which has been operated for the past five years, and inspect the meaning of Future Heritage implementation. The actual path of Busan Future Heritage was an uneven process. Some heritage sites are facing the risk of extinction due to various developments, and the exception clause excluding negative heritage like pro-Japanese ones not only becomes an obstacle to expanding the scope of Busan's Future Heritage but also shows that it’s not free from politics of memory such as intentional erasure or exclusion of memory. However, despite these limitations and problems, facts that citizens' participation and interest in cultural heritage have improved through the Future Heritage promoted by Busan, and the scope of cultural heritage expanded to the object of memory and emotion are encouraging. Above all, citizens' voluntary efforts and solidarity to preserve Future Heritage suggest the possibility of future heritage as an alternative to restore local identity and resolve conflicts between generations and regions.
