Abstract

This study is mainly focused on case analysis regarding the Niyazov and Berdymuhammedov regimes and how the consolidation of the authoritarian regime has been made since independence. It is consisted of largely two parts - the period of Niyazov regime and of Berdymuhammedov one. While the Niyazov regime is identified with the establishment and consolidation of the authoritarianism, the latter is more likely to pay attention to maintaining and reinforcement of the authoritarian regime. The features of the authoritarian regime in Turkmenistan is characterized as followings: 1) non-institutional and unofficial element have been the key feature of the authoritarian regime under the both regime - Niyazov and Berdymuhammedov; 2) the President monopolizes all sources and instruments concerning power fostering patronage network and eliminating or ousting potential candidates and rivals; 3) state power which is generally considered belonging to the public domain is fallen into as the private possession of the President and a few close elite; 4) the authoritarian regime of Turkmenistan gradually strengthens some totalitarian elements and created the deified President. Although the appearance of the authoritarian regime of Turkmenistan seems strong and stable from the distance, it is inevitably weak because the previous and current regime are operated by undemocratic, non-institutional, and unofficial elements rather than democratic, rational and official ones.
