최근 석탄운송의 다변화로 인한 러시아 석탄 수입이 증가하고 있다. 이와 더불어 새로운 운송루트 개발 측면에서 러시아 내륙수로와 북극해를 연계하는 연구가 대두하고 있다. 북극해 해빙 감소로 연중 북극해 통항 기간이 점차 길어지고 있어 새로운 운송루트의 활용은 더욱 현실화 되고 있다. 이러한 측면에서 본 연구는 러시아와 한국 간 석탄 자원 운송경로를 살펴보고, 각 경로 대안에 대한 개괄적 평가를 하는 것을 연구의 목적으로 하였다. 연구 결과, 운송루트 2 안인 “시베리아 횡단철도 및 해상운송을 이용한 복합운송”이 가장 우수한 것으로 나타났다. 하지만 1 안 루트인 북극해 이용항로와 근소한 차이를 보였다. 향후, 온난화에 따른 선박 운항 일수가 늘어나고, 해상운송의 대용량 운송 장점이 고려되면 순위가 바뀔 가능성이 있다. 본 연구는 국내에서는 아직 진행되지 않은 전략자원 즉 석탄의 북극해 운송에 대한 평가 요소, 평가경로 등을 제시하였으며, 전문가 심층 면담을 통해 경로의 우선순위를 제시하였다는 점에 학문적 시사점이 있다. 또한 벌크화물 운송을 영위하는 국내 해운선사 및 물류 관련 기업에게 석탄 자원 운송정보를 제공하여, 북극해 운송을 포함하여 다양한 비즈니스에 참여하여 국익에 도움을 줄 수 있다는 점에 산업적인 시사점이 있다.
Abstract
Recently, due to the diversification of coal transport, the import of Russian coal has been increasing. Along with the foregoing, studies on the linkage of Russian inland waterways and the Arctic Ocean are emerging in terms of development of new transport routes. Since the period of passage through the Arctic Ocean per year is gradually getting longer due to the decrease in sea ice in the Arctic Ocean, the utilization of new transport routes is being realized further. In this respect, the purpose of this study was to examine the coal resource transport routes between Russia and South Korea, and generally evaluate individual route alternatives. According to the results of this study, the “multimodal transportation using Russian railways and sea transport”, which is the second transport route plan, was found to be the most excellent. However, this plan showed only a slight difference from the sea route using the Arctic Ocean, which is the first plan route. Hereafter, if the number of days of sailing increases due to global warming and the merits of large-scaled transportation by sea transportation are considered, the ranking may change. This study has academic implications in that it presented the evaluation elements and evaluation routes for the transport of the strategic resources, that is, coal, through the Arctic Ocean, which has not yet been carried out in South Korea and presented the priorities of routes through in-depth interviews with experts. In addition, this study has industrial implications in that it provided diverse information on coal resource transportation to domestic shipping companies and logistics-related companies that carry out bulk cargo transportation thereby enabling them to participate in diverse businesses including transportation through the Arctic Ocean to help the national interests.
