러시아-유라시아의 지리적 장점을 반영한 러시아의 철도는 정치경제적 지정학적 측면에서 중요하다. 첫째, 러시아 철도는 러시아의 정치, 경제, 사회 및 문화적 단일성의 토대 중 하나이다. 둘째, 러시아 철도는 고도의 방위력과 국가 안보를 유지하는 중요한 구성 요소이다. 셋째, 효과적으로 기능하는 철도는 국가의 경쟁력 확보에 없어서는 안 될 요소이다. 철도 운송, 특히 국제운송회랑의 활성화는 순수한 경제적 효과를 창출하는 것 외에도 국가형성의 정치적 지정학적 역할을 수행한다. 그리고 이와 관련하여, 철도운송은 지정학적인 측면에서 모든 유형의 운송 형태 중에서 가장 선도적인 부분 중 하나임은 분명하다. 본 논문은 “강력한 러시아”, “에너지 초강대국, 러시아”를 주창하며 4번째 임기(2018-2024)를 맞이한 푸틴 대통령의 북방항로와 유라시아 대륙횡단철도를 통한 러시아의 지정학적 위상 강화 노력을 배경으로 러시아 정부(교통부)와 러시아 철도공사(ОАО «РЖД»)가 러시아 지정학의 두 핵심 흐름인 북동항로와 병행하여, 철도 네트워크를 통해 아시아와 유럽을 연결하는 세계의 화물 및 운송 흐름을 주도하려고 러시아가 추진 중인 국제운송회랑 중 극동축과 관련된 트란시브(Transsib)의 지정학적 의미를 분석할 것이다.
Abstract
Russian railways reflecting the geographical advantage of Russia-Eurasia are important for political, economic and geopolitical reasons. First, railway transport is one of the foundations of Russia’s political, social, economic and cultural unity. Second, railway transport is an important component of maintaining a high level of defense capability and state security. Third, effectively functioning railway transport is an indispensable element of ensuring the country’s competitiveness. The activation of railway transports, in particular the international transport corridors(ITCs), plays an important political and geopolitical role of nation-buildding, in addition to creating pure economic effects. In this regard, it is clear that railway transport is one of the most prominent parts of all forms of transports from the standpoint of geopolitics. In his fourth term (2018-2024), advocating “Strong Russia”, “Energy Superpower, Russia”, President Putin is trying to strengthen the geopolitical status of Russia through the Northern Sea Route and the transcontinental railway. The Russian government (Ministry of Transportation) and the Russian Railways (ОАО «РЖД») are also trying to lead the freight and passenger flows of the world connecting Asia and Europe through Russian railway networks. This paper will analyze the geopolitical significance of Transsib, one of the international transportation corridors that Russia is pursuing, related to the Far East axis of the Russian railway networks.
