본 논문의 연구목적은 빠르게 변하고 있는 북극권의 기후환경 변화를 2023년 기후변화에 관한 정부간 협의체(IPCC: Intergovernmental Panel on Climate Change, 이하 IPCC) 6차 보고서를 통해 분석하고 이후 과제에 대해 살펴보는 데 있다. IPCC는 국제적 수준의 조치 시행과 그 시행에 있어 북극이사회 회원국들의 기후변화 정책과 관련한 협력 관계에 대한 중요성과 그 필요성을 제기하고 있다. 특히 기후 위기가 점차 심각해지면서 IPCC는 5차 보고서(AR5)에서 온실가스 배출량을 줄이기 위한 탄소중립과 넷제로(Net Zero) 필요성을 언급하고 6차 보고서(AR6)에서는 넷제로 달성방안을 위한 구체적인 내용을 명시하고 있다. 따라서 북극권 기후변화의 과제를 해결하기 위해서는 북극이사회를 포함한 국제사회는 다음과 같은 노력을 해야 할 것이다. 첫째, 정의로운 시스템 전환이 필요하다. 둘째, 북극이사회라는 거버넌스의 고도화 작업이 필요하다. 셋째, 기후 복원적 개발의 기회가 전 세계에 공평하게 열려 있지는 않다. 넷째, 해양, 삼림 생물다양성을 복구하고 보호해야 한다. 마지막으로 기후변화로 인한 인류 건강 위협의 대응 마련이다.
Abstract
The purpose of this study is to analyze the rapidly changing climate environmental changes in the Arctic Circle through the 6th IPCC report in 2023 and to examine future tasks. The Intergovernmental Panel on Climate Change (IPCC) raises the importance and necessity of the Arctic Council members' cooperation with climate change policies in the implementation and implementation of international-level measures. In particular, as the climate crisis becomes increasingly serious, the IPCC mentions the need for carbon neutrality and net-zero to reduce greenhouse gas emissions in the 5th report (AR5), and the 6th report (AR6) specifies specific details for achieving net-zero. Therefore, the international community, including the Arctic Council, should make the following efforts to solve the challenges of climate change in the Arctic region. First, a just system transformation is needed. Second, it is necessary to upgrade governance called the Arctic Council. Third, opportunities for climate restorative development are not equally open to the world. Fourth, marine and forest biodiversity must be restored and protected. Finally, it is to prepare a response to human health threats caused by climate change.
