Abstract
This study analyzes the formation and transformation of cultural memory of the 1979 Bu-Ma Protest through monuments in Busan. Despite being a significant democratic movement in Korean history, the Bu-Ma Protest received less attention until its designation as a national memorial day in 2019. The cultural memory of the protest has evolved with changing historical contexts, as representation shifted from students to civil society and finally to state institutions. Monument symbolism also transformed: the 1988 Struggle Monument depicted resistance as an ongoing struggle; the 1999 Memorial Stone and Torch commemorated democratic achievements as past events; and the 2019 Stone Markers emphasized citizens’ democratic capacities. However, the cultural memory reveals limitations by focusing predominantly on the grand narrative of “democracy” and national historical discourse, overshadowing diverse underlying memories. The protest comprised not only heroic narratives but also actions stemming from survival issues, everyday discontent, and spontaneous emotions. This study argues that expanding cultural memory involves reconstructing how memories are formed and addressing excluded elements rather than simply adding forgotten memories. A more democratic approach to memory is needed to illuminate the multilayered experiences of ordinary individuals obscured by grand narratives. This is particularly important for post-memory generations to perceive democratic movements as having contemporary relevance. By reconfiguring memories beyond official narratives, the Bu-Ma Protest can be understood through its complexity, encompassing emotional responses, daily resistances, and the social dynamics of participation. To develop sustainable cultural memory, commemorative practices should transcend institutional recognition to embrace diverse interpretations of the movement. This requires revising the framework through which civic memories are institutionalized and enacted, allowing various groups to accept it as a shared experience while acknowledging its contradictions. Such an approach enables the cultural memory of the Bu-Ma Protest to maintain its significance and connection to present contexts.
