중국 의료서비스 수요의 결정요인 분석:공급자 유인 효과의 차별적 영향을 중심으로

중국은 GDP 증가와 더불어 인구의 빠른 노령화로 인해 의료시장의 수요가 급증하는 시장으로, 우리나라의 대중국 의료기기 수출 규모는 최근 5년간 연평균 성장률이 22.1%에 달한다. 이에, 본 논문은 중국 의료서비스 수요의 결정요인을 분석하여, 향후 중국 의료시장의 성장을 예측하고 효율적인 대응방안을 수립하는데 산업 정책적 시사점을 제공하고자 한다. 본 논문의 실증분석은 크게 세 가지 관점에서 기존 문헌들과 차별화하였다. 우선, 본 연구는 ‘공급자 유인수요(Supplier-induced demand)’ 이론이 중국 의료시장의 수요를 설명하는데 실증적으로 유의미한 근거가 될 수 있는지 살펴보았다. 둘째, 의료수요를 욕구 수요(Medical Wants)와 요구 수요(Medical Needs)로 구분하여 차별화된 시사점을 도출할 수 있는지를 분석하였으며, 마지막으로, 이상의 분석결과가 지역별로 다르게 설명될 수 있는지 살펴보았다. 양방향 고정효과 모형(Two-way Fixed Effects Model)을 이용하여 분석한 결과, 공급자 요인에 따른 의료수요 증가가 실증적으로 확인되었다. 서부는 의료요구 시장에서, 동부는 의료욕구 시장에서 공급자 유인효과가 통계적으로 유의하게 추정되었다. 소득의 변화는 대체로 의료 수요에 양의 영향을 미치는 것으로 확인되었는데, 서부지역에서는 의료요구 서비스가, 동부지역에서는 의료욕구 서비스가 소득변화에 더 민감한 영향을 받는 것으로 나타났다. 마찬가지로, 의료부담 비중과 교육수준 등의 독립변수의 변화에 대해서도 서부지역에서는 의료요구 서비스가, 동부지역에서는 의료욕구 서비스가 더 민감하게 변화하는 것으로 추정되었다. 이와 같은 결과는, 향후 중국의 의료 시장을 예측하고 대응함에 있어, 지역별 격차와 의료서비스 특성의 차이를 함께 고려해야 함을 시사한다.
Abstract
China is a market where the medical demand is soaring due to the rapid aging of the population, and Korean exports of medical devices to China have enjoyed an annual growth rate of about 22.1% in the last five years. Accordingly, this study aims to analyze the determinants of medical demand in China and provide industrial policy implications in predicting future Chinese medical market and establishing efficient countermeasures. The empirical analysis of this study has distinguished itself from existing literature from three main points of view. First, the study investigates whether the ‘supplier-induced demand’ theory can explain the characteristics of Chinese medical demand. Second, this study analyzes whether medical demand could be distinguished by the division of demand into “Medical Wants’ and ‘Medical Needs’, and finally, whether the analysis results could be explained differently by region. The analysis using a Two-way Fixed Effect Model demonstrated an increase in medical demand due to supplier-induced factors. In the western region, the effects of supplier-induced demand on ‘Medical Needs’ were statistically significant while the effects on ‘Medical Wants’ were in the east. The changes in income were generally found to have a positive impact on medical demand. Medical Needs are more susceptible to income changes in the west. Similarly, it was estimated that for changes in independent variables, such as the individual burden ratio and education level, Medical Needs changed more sensitively in the west while Medical Wants changed more sensitively in the east. These results suggest that the regional and medical services characteristics should be taken into account when predicting and responding to China’s medical market in the future.
